The Housing Programs Specialist performs a variety of client-service tasks in the development, implementation, and delivery of housing services to new and continuing Section 8 program participants. This role involves determining continuing eligibility, reasonable rents, and the participant's portion of those rents. Specialists conduct unit inspections to ensure rentals are decent, safe, and sanitary, and provide program information and requirements to participants and landlords. They are responsible for assuring program compliance and required record maintenance, and for recruiting prospective landlords. This classification is distinct from an Eligibility Specialist due to its direct involvement with clients, units, and landlords in the day-to-day field administration of the HUD Section 8 program, including certification, eligibility verification, rent determination, and review of associated paperwork for privately held units. It differs from a Section 8 Supervisor, who holds responsibility for ongoing supervision, training, and overall administration of multiple Housing Program Specialists.
