About The Position

The Housing Program Officer administers existing loan and grant program procedures and provides technical assistance to customers and partners for the various housing repair, replacement and remediation programs offered by EHS. This role involves monitoring subgrantees, providing training and assistance, processing project documentation, tracking production data, coordinating training, developing procedural guides, assisting with policy revisions, preparing reports, and supporting the fiscal team. The position requires periodic in-state travel and occasional out-of-state travel.

Requirements

  • Education and two years of relevant job experience or a combination of experience, training, and independent study preferred.
  • Knowledge and experience of housing repair and rehabilitation industry
  • Familiarity with the HUD environmental review process
  • Strong project management, time management, and organizational skills
  • Strong attention to detail and accuracy
  • Excellent communication skills – oral, written, and listening
  • Ability to take initiative, work independently, and utilize creativity and analytical skills to resolve issues
  • Knowledge of mortgage loan documentation advantageous
  • Experience working with federal grants advantageous
  • Strong PC skills including knowledge of various software applications (i.e. Word, Excel, and Access)

Responsibilities

  • Schedule and perform program monitoring of CAAs or other subgrantee, including pre-monitoring preparation, conducting exit interviews, and drafting compliance reports.
  • Provide training and technical assistance to CAA or other subgrantee staff.
  • Provide training and program assistance, verbally and in writing, to partners, customers and other MaineHousing employees.
  • Respond to inquiries from the public and partners.
  • Interpret program manuals and clarify policy questions.
  • Process project documentation and loan/grant packages to ensure compliance with State and federal regulations and MaineHousing policies.
  • Review submitted loan/grant packages, work with partners to resolve compliance issues, and approve/deny submittals for payment/purchase.
  • Maintain loan/grant activity logs including LEAD and Housing program databases, and various spreadsheets.
  • Track and monitor production data to ensure program/grant goals will be achieved.
  • Collect, analyze, and track production data by CAA/partner monthly.
  • Coordinate and conduct training for partners in collaboration with the Technical Services Compliance Specialist.
  • Develop, maintain, and update procedural guides and manuals.
  • Assist in the review, revision, and implementation of policies and procedures.
  • Evaluate program operations and make recommendations to improve efficiency and effectiveness.
  • Perform research to stay current on rules and regulations.
  • Collect feedback from partners and customers.
  • Recommend program modifications and policy changes to EHS management.
  • Draft program notices.
  • Prepare and/or provide information for various reports as required under grants or by EHS management.
  • Assist with the preparation and submittal of quarterly and annual reports to HUD on progress made in the LEAD Hazard Control program.
  • Compile data for required reports.
  • Compile reports on a monthly, quarterly, and annual basis and distribute to appropriate parties.
  • Collect, analyze and track all housing data and demographics.
  • Assist the EHS Fiscal team as needed to reconcile budgets, payments, and expenditures and to resolve any discrepancies.
  • Perform special projects and other duties as assigned.
