About The Position

The Office of Housing and Community Development (OHCD) is seeking a creative, multi-tasking, problem-solving, and organized Housing Program Analyst. This role is responsible for maintaining a caseload of Housing Choice Voucher Program (HCV) participants, determining program eligibility, calculating household income/assets, allowable expenses, family size, and allowable rent amounts to landlords. The position requires interviewing and certifying eligibility of potential applicants, negotiating with landlords, evaluating family size and income, and calculating family assets and appropriate expenses. The analyst will also consult with prospective rental families, process housing assistance and tenant rent portion payments, prioritize caseloads, conduct tenant certification meetings, and respond to inquiries. Strong communication and customer service skills are essential for working with agency staff, HCV participants, and internal/external partners. This position offers telework options and the opportunity to work with a supportive team.

Requirements

  • High School Diploma or G.E.D.
  • 4 years of experience working with the Housing Choice Voucher Program.
  • Ability to work independently and in a team environment.
  • Ability to demonstrate exceptional customer service.
  • Valid Driver's License

Nice To Haves

  • Experience in determining eligibility for Housing Choice Voucher Program and all other Housing Choice Voucher Programs participants to include but not limited to certifying eligibility, occupancy, determining program eligibility through calculation of household income, allowable deductions, utility, and payment standards.
  • Intermediate MS Excel experience and Microsoft Office Suite experience.
  • Experience in Housing Pro Software.
  • Good communication skills both orally and written.
  • Bilingual- Spanish proficiency

Responsibilities

  • Maintain a caseload of HCV participants.
  • Determine program eligibility, calculate household income/assets, allowable expenses, family size, and allowable rent amounts to landlords.
  • Interview and certify eligibility of potential applicants at initial intake and recertification.
  • Negotiate with landlords.
  • Develop and maintain partnerships with internal and external agency partners.
  • Consult with prospective rental families on securing housing options.
  • Process housing assistance and tenant rent portion payments.
  • Prioritize caseloads, including end-of-lease procedures, annual and interim certifications, and processing new moves.
  • Conduct tenant certification meetings and briefings.
  • Respond to emails and phone calls.
  • Perform other duties of a similar nature or level.
