About The Position

Facilitate, coordinate, and maintain all housing acquisitions, maintenance, and negotiation documents for DSD supported personnel.

Requirements

  • Bachelor’s Degree in Management, Business, or similar experience may be substituted for required education
  • 3 years UAE experience as a Housing Specialist or equivalent.
  • Level IV (Fluent) Speaking/Reading/Writing English is required.
  • Must possess a valid and current UAE Driver’s License.
  • Must possess excellent written and verbal communication skills.
  • Must possess good negotiating skills and must be adept at cultivating contacts with local landlords and government officials.
  • Must have demonstrated computer skills in MS Word, Excel, and Outlook.
  • Must exercise good organizational and time management skills and the capability to manage multiple tasks simultaneously.
  • Maintains contacts in the real estate, commercial and legal fields in order to keep abreast of current market condition, trends, and pricing practices.
  • Knowledge of leasing fundamentals, property management and the local housing market.

Responsibilities

  • Negotiates with landlords and property management companies concerning lease costs, lease clauses, and most other matters relating to housing including new lease acquisitions and lease renewals.
  • Monitors residences within the housing pool and ensures that incoming employees are assigned to suitable residences in accordance with Department of State (DOS) standards; recommends available residences for assignment by the Interagency Housing Board (IAHB) and ensures residences are not left vacant more than 90 days.
  • Coordinates with landlord maintenance and relevant third-party contractors to ensure residences are well maintained and held to acceptable U.S. Government (USG) quality, health, safety, and security standards.
  • Prepares and coordinates signatures on draft leases, Embassy approval letters, utility connection documentation, and any other related leasing documentation.
  • Identifies leases due for renewal and coordinates funding approval with the relevant Agency; Coordinates entire lease renewal process through to completion.
  • Identifies suitable residences from the real estate market that meet USG position rank and family size requirements, as well as client housing preferences.
  • Maintains strong relationships with applicable contacts (landlord, maintenance, & municipality personnel, Embassy counterparts); Initiates relationships with new property management companies and landlords; consistently works to expand housing pool and ensure housing meets USG standards.
  • Coordinates with Embassy General Services Office (GSO), Safety Health and Environmental Management (SHEM), and the Regional Security Office (RSO) on potential new compounds and/or buildings; Ensures residences meet GSO, SHEM, and RSO acceptable standards.
  • Coordinates with relevant internal departments and third-party contractors to ensure housing is ready for the arrival of incoming clientele.
  • Coordinates with DSD Finance Department on funding needs of each Agency and assists in preparing financial forecasts.
  • Prepares and submits electronic lease waiver requests (eLWR) to the Overseas Buildings Operations (OBO).
  • Updates and maintains the USG Real Property Application (RPA) for all new and existing leases.
  • Maintains all housing related documentation and database.
  • Performs other job-related duties as assigned.
