Under the direction of the Executive Director or designee, the Housing Finance Officer is responsible for developing, implementing, monitoring, and coordinating the financial operations of the Housing Department, including purchasing activities. The position establishes and maintains appropriate internal controls, oversees financial policies and procedures, and supervises assigned staff. The Housing Finance Officer performs administrative and governmental fund accounting in accordance with Generally Accepted Accounting Principles (GAAP) and is responsible for complex accounting, financial reporting, and budget management. The position also performs other related duties as assigned. The successful candidate will possess professional-level experience managing and supervising a comprehensive accounting and/or finance operation with a budget exceeding $40 million, including demonstrated experience in budget preparation, accounting, financial reporting, and auditing. Candidates should also have comprehensive knowledge of governmental accounting principles and practices; U.S. Department of Housing and Urban Development (HUD) financial reporting requirements and regulations; public housing and Housing Choice Voucher (HCV) programs; federal procurement and contract administration principles; REAC reporting requirements; Uniform Administrative Requirements; and Single Audit Act requirements.
