About The Position

The Housing Director provides strategic and hands-on leadership for Partners Recovery Residences, overseeing a statewide portfolio of recovery residences that serve individuals recovering from substance use disorders, including justice-involved individuals transitioning from incarceration, probation, court involvement, or other correctional systems. This working director role balances day-to-day operational oversight with director-level responsibilities, including program planning, compliance management, quality assurance, budget monitoring, staff leadership, risk management, and executive reporting. The Housing Director ensures all residences operate in alignment with organizational values, NARR Level 2 standards, Minnesota Housing Support requirements, Minnesota Department of Human Services (DHS) standards, applicable local ordinances, and other relevant regulations. This role also leads staffing, training, and continuous improvement efforts to support safe, trauma-informed, recovery-oriented living environments. This role combines director-level leadership responsibilities with direct operational involvement and may step into operational duties as needed to ensure continuity of operations.

Requirements

  • Associate or bachelor’s degree in Human Services, Behavioral Health, Social Work, Criminal Justice, or a related field; equivalent combination of education and experience considered
  • Minimum of 5 years of progressively responsible experience in behavioral health, substance use disorder treatment, supportive housing, or recovery residence settings, including supervisory or multi-site leadership experience
  • Strong written and verbal communication skills; ability to produce clear reports and documentation
  • Demonstrated ability to supervise others and manage multiple priorities
  • Experience supervising multiple sites and staff teams
  • Experience working with justice-involved populations in a housing or recovery context
  • Familiarity with NARR standards, Minnesota Housing Support (formerly GRH) billing, documentation audits, and/or DHS requirements
  • Valid driver’s license and acceptable driving record required
  • CPR/First Aid certification required or ability to obtain upon hire
  • Ability to respond to emergencies and participate in an on-call rotation as needed
  • Must be able to meet any role-related background study or screening requirements and maintain eligibility to work in programs regulated by Minnesota DHS.
  • Ability to travel between sites as needed; must have access to reliable transportation.
  • Must maintain required certifications and complete ongoing training in accordance with organizational and regulatory standards.

Nice To Haves

  • Master’s degree in social work, public health, nonprofit management, healthcare administration, business administration, or a related field preferred
  • Knowledge of TIDES model, trauma-informed care, and desistance-based approaches
  • Naloxone training preferred
  • Lived experience with recovery or close familiarity with recovery communities valued, but not required

Responsibilities

  • Ensure recovery residences operate safely, consistently, and in full alignment with NARR Level 2, Minnesota Housing Support, DHS standards, and applicable ordinances
  • Provide executive leadership for a statewide, multi-site housing portfolio, including operational oversight, risk management, and continuous quality improvement
  • Build, lead, and retain a high-performing team through hiring, coaching, training oversight, and performance management in coordination with HR
  • Maintain audit readiness through strong documentation standards, inspections, incident response processes, and timely corrective actions
  • Strengthen referral partnerships and internal coordination to support occupancy, effective intake, and continuity of care for residents
  • Monitor budgets and operational performance, providing clear reporting and recommendations to executive leadership
  • Provide executive leadership for all Partners Recovery Residences operations, properties, and staff
  • Set program direction, annual goals, and operational priorities in partnership with executive leadership
  • Monitor program performance data and use findings to guide continuous quality improvement
  • Lead the successful launch and stabilization of new or expanded housing programs by establishing clear timelines, occupancy/census goals, staffing readiness expectations, compliance milestones, and accountability measures.
  • Develop, implement, and update policies and procedures in alignment with NARR Level 2 standards and MN Housing Support certification requirements
  • Establish, monitor, and regularly review documentation and recordkeeping standards for incident reports, inspections, resident records, operational logs, and required compliance records to ensure accuracy, timeliness, and alignment with NARR Level 2, DHS, and Minnesota Housing Support requirements.
  • Oversee preparation for external audits, inspections, and certification renewals
  • Oversee property condition standards across all residences, including maintenance coordination, vendor follow-up, inspections, and timely completion of corrective actions.
  • Review and approve inspection reports; track corrective action completion
  • Oversee incident reporting, investigations, corrective actions, and risk management activities; ensure timely communication and follow-through on safety concerns
  • Oversee emergency preparedness, overdose response, resident safety, crisis intervention protocols, emergency response equipment, naloxone supplies, and related safety procedures.
  • Maintain confidentiality in accordance with HIPAA and 42 CFR Part 2 regulations
  • Develop and monitor key performance indicators related to occupancy, retention, resident outcomes, safety incidents, compliance, and financial performance. Prepare monthly and quarterly reports for executive leadership
  • Monitor regulatory, legislative, and policy changes affecting recovery housing, Housing Support, DHS requirements, and justice-involved populations; recommend operational changes as needed.
  • Negotiate and manage contracts with vendors, service providers, maintenance contractors, and other operational partners; monitor vendor performance and ensure cost-effective service delivery.
  • Oversee recruitment, hiring, onboarding, and performance management for all housing program staff
  • Provide coaching, mentorship, performance evaluation, and corrective guidance for Housing District Managers and other housing program staff in coordination with HR.
  • Develop and sustain a talent pipeline and succession strategy to ensure continuity of leadership and support program growth.
  • Build and maintain a fully staffed and trained team aligned with program growth, census demands, and operational needs across housing sites
  • Coordinate and oversee required training for housing program staff, including onboarding, NARR compliance, trauma-informed care, de-escalation, and recovery support practices; track completion, maintain documentation, and address training gaps proactively.
  • Represent Partners Recovery Residences in external partnerships, regulatory relationships, and community engagement
  • Develop and maintain relationships with community partners, referral sources, county systems, courts, and probation/corrections agencies to support coordinated entry and continuity of care
  • Collaborate with clinical leadership and care teams to support continuity of care and resident recovery goals
  • Serve as a point of contact for neighborhood concerns, local government inquiries, and community relations efforts.
  • Participate in an on-call leadership rotation as needed to support housing operations and emergency response
  • Collaborate with the Billing Manager to support accurate billing for Housing Support services and timely resolution of billing issues
  • Monitor operating budgets and coordinate with leadership on capital or maintenance needs
  • Develop, manage, and maintain accountability for housing program budgets, ensuring expenditures remain within approved budget limits and organizational financial goals are achieved.
  • Participate in budgeting and forecasting; monitor housing program expenses and provide regular updates to executive leadership
  • Review and approve operational expenditures within established authority limits
  • Identify and address operational inefficiencies across the portfolio
  • Partner with the Intake Manager to ensure a consistent, trauma-informed intake process across residences
  • Monitor occupancy levels, referral pipelines, and waitlist management
  • Drive progressive occupancy growth following program launch, working toward stabilized occupancy targets generally between 85–90% over time
  • Ensure intake eligibility criteria, DHS referral formats, and documentation requirements are applied consistently
  • Monitor resident transitions, move-ins/move-outs, and discharge planning processes; ensure coordination with internal teams and external partners as appropriate
  • Implement strategies to support strong resident retention, reduce preventable move-outs, and minimize unplanned discharges as programs stabilize
