About The Position

The Community Housing Services Agency, Inc. (CHSA) is seeking a qualified and detail-oriented Housing Development Inspector to coordinate housing development programs and projects that support the preservation, rehabilitation, and development of affordable housing throughout Chatham County. This position is responsible for conducting inspections of new construction, rehabilitation, and renovation projects to ensure compliance with applicable building codes, construction standards, funding requirements, and approved project specifications. The Housing Development Inspector provides technical expertise throughout the construction process, from initial property assessments through final inspections and project closeout. Projects range from single-family houses to multi-family apartments.

Requirements

  • Bachelor's degree in Business Administration, Architecture or Construction Management; with three years of experience in community development, project management, construction management or contract administration; or an equivalent combination of education and experience.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
  • Knowledge of relevant local, state, and federal regulations.
  • Knowledge of real estate laws.
  • Knowledge of property acquisition, property evaluation, construction, specification preparation, and cost estimation procedures.
  • Knowledge of building codes.
  • Knowledge of housing loan standards, procedures, and guidelines.
  • Knowledge of modern office practices and procedures.
  • Knowledge of computers and other modern office equipment.
  • Skill in developing short- and long-range plans.
  • Skill in establishing priorities and organizing work.
  • Skill in the operation of computers and other modern office equipment.
  • Skill in public and interpersonal relations.
  • Skill in oral and written communication.

Responsibilities

  • Coordinates the preparation and review of plans, specifications, and estimates.
  • Coordinates site preparation and layout.
  • Coordinates rehabilitation projects.
  • Coordinates building construction inspection and problem resolution activities.
  • Coordinates payment inspections and authorizations.
  • Coordinates warranty inspections.
  • Work with home buyers, property owners, developers, non-profits, City of Savannah departments, surveyors, engineers, architects, contractors, realtors, bankers, and investors.
  • Coordinates Employer Assisted Home Purchase Programs (EAHPP), Dream Maker, and other housing program inspection activities.
  • Inspect new construction, EAHPP, and Dream Maker Program Home Inspections.
  • Identify and prepare lists of problems needing correction, certify that houses meet minimum program standards, and work with home buyers, property owners, realtors, and loan officers.
  • Prepares work write-ups, specifications, and cost estimates for all housing programs.
  • Manages construction projects (before, during, and after), including reviewing contractor estimates, approval of progress, and final draw requests.
  • Completes training and maintains lead-based paint safety certification for repair and renovation projects.
  • Conducts customer new home orientation.
  • Establish and host two or more informational home maintenance program courses annually.
  • Coordinates Water and Sewer Tap Fee Waiver set up.
  • Serves as backup for all environmental study reports for the City Housing and Neighborhood Services Construction Specialist.
  • Reports and Approvals as required by the City Housing Department and HUD.
  • Physically inspects and reports on CHSA and CHSA Development owned properties; monitors and verifies the condition and maintenance of the property.
  • Performs various customer service functions, answers telephone, directs all incoming calls to appropriate party promptly and efficiently, responds to inquiries from the public, City Officials and City departments.
  • Coordinates with and assists in the delivery of various housing initiatives undertaken by the City of Savannah Housing & Neighborhood Services Department, the Savannah Affordable Housing Fund, and other housing partners.
  • Performs other related duties as assigned.
