About The Position

The Neighborhoods Department is actively seeking a Housing Assistant Administrator. This position reports to the Housing & Community Development Administrator at the managerial level in planning, coordinating, monitoring, and directing contract compliance and other activities in the administration of Federal and State programs for construction, rehabilitation, and homeownership assistance. This is advanced technical work in coordinating and evaluating the design and construction of roofing systems, renovation, and alteration projects for the correction and abatement of property safety code violations.

Requirements

  • Eight (8) years of education and/or experience in project management, construction, contracting, housing, or architecture management
  • Includes four (4) years of experience at a management or government management level.

Nice To Haves

  • Experience with HUD or FEMA is preferred.
  • Bachelor’s degree from an accredited institution is preferred or an Associate’s degree with two of the following certifications: AutoCAD Foundations or Drafting Techniques or Federal Alliance for Safe Home or Lead Inspector or Risk Assessor is preferred.

Responsibilities

  • Plans, coordinates, monitors, and directs contract compliance and administration activities for the correction of property safety code violations.
  • Analyzes budgetary and fiscal data, prepares operating budgets, authorizes, and monitors expenditures, and prepares financial reports and summaries.
  • Schedules, assigns, directs, monitors, reviews, and evaluates the work of assigned staff.
  • Coaches and provides direction and support to the assigned staff to ensure positive outcomes and goal attainment that are responsive to customer needs.
  • Develops, recommends, and administers policies, procedures and regulations for contract administration activities.
  • Coordinates training workshops and delivers presentations at public meetings and training events.
  • Establishes and maintains record keeping systems, including spreadsheets and other software applications to track and monitor contract abatement projects and fiscal records.
  • Monitors and evaluates contract and construction activity effectiveness and adherence to rules and regulations.
  • Investigates, analyzes, and resolves contract-related problems and issues.
  • Reviews and interprets local, state, and federal regulations pertinent to contract abatement.
  • Monitors quality control with contractors performing work.
  • Coordinates with citizens, contractors, inspectors, surveyors, engineers, title companies, internal City of Jacksonville staff and others concerning construction and/or contract matters.
  • Reviews bid package documents for program compliance.
  • Inspects work in progress and upon completion to ensure compliance with specifications.
  • Reviews engineering drawings with respect to code and regulation compliance, space availability for mechanical equipment, floor and wall finishes, accessibility, and quality of materials.
  • Maintains records of files and applicable warranties.
  • Communicates clear direction, manages results, and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
  • Operates standard office equipment such as personal computer using word, spreadsheet, database, and other related software, copiers and fax machines.
  • Performs other duties as assigned
