About The Position

The Housing and Employment Program Supervisor oversees staff and services that support residents in securing stable housing and achieving employment goals. This role provides leadership in the design, implementation, and evaluation of housing navigation, workforce development, and job readiness programs. The Supervisor ensures that services are individualized, strengths-based, and coordinated with internal and external partners to maximize resident success.

Requirements

  • Bachelor’s degree in Social Work, Human Services, Workforce Development, or related field; equivalent experience may be considered.
  • Minimum of 3 years of experience in housing services, workforce development, or related programs.
  • At least 2 years of supervisory or leadership experience.
  • Knowledge of affordable housing systems, employment readiness programs, and community resources.
  • Strong skills in program coordination, data management, and reporting.
  • Excellent interpersonal, communication, and organizational abilities.

Nice To Haves

  • Master’s degree in Social Work, Nonprofit Management, or related field.
  • Experience working with individuals experiencing homelessness or housing instability.
  • Familiarity with Spokane-area housing market, landlords, and workforce development resources.

Responsibilities

  • Supervise housing navigators, employment specialists, and related program staff.
  • Develop, implement, and monitor housing and employment program policies, procedures, and workflows.
  • Ensure services align with housing-first, trauma-informed, and strengths-based practices.
  • Oversee case coordination to support residents in transitioning to permanent housing and securing employment.
  • Establish and maintain partnerships with landlords, employers, training providers, and workforce development agencies.
  • Collect, analyze, and report program data to measure outcomes and inform continuous improvement.
  • Provide coaching, mentoring, and professional development for staff.
  • Assist with grant compliance, reporting, and documentation requirements.
  • Collaborate with the leadership team on program planning, budgeting, and resource allocation.
  • Participate in community meetings, coalitions, and advocacy efforts related to housing and employment.
