About The Position

The House Manager is responsible for overseeing daily operations, staff supervision, and service coordination within the Behavioral Health Bridge Housing (BHBH) program. This position ensures a safe, structured, and compliant residential environment while supporting client stability and housing progression. This position reports directly to the BHBH Program Director and operates within the Behavioral Health Bridge Housing (BHBH) line of business. The House Manager works collaboratively with internal teams, contracted partners, and community stakeholders, including Imperial County Behavioral Health Services and nonprofit partners, to ensure high-quality service delivery.

Requirements

  • Oversee daily operations across BHBH facilities, ensuring efficient and seamless service delivery.
  • Manage client admissions, discharges, occupancy tracking, bed/room assignments, and resident flow.
  • Maintain a clean, safe, structured, and welcoming residential environment for clients and staff.
  • Ensure enforcement of facility rules, schedules, and operational procedures.
  • Ensure compliance with infection control protocols, health regulations, BHBH requirements, and emergency preparedness plans.
  • Oversee inventory management of supplies, linens, and facility resources.
  • Coordinate facility maintenance, vendors, and repairs to ensure proper upkeep.
  • Develop and manage staff schedules to ensure appropriate coverage across all shifts.
  • Oversee incident reporting, documentation, investigations, and timely escalation to the Program Director.
  • Implement and monitor safety protocols, including de-escalation and emergency response procedures.
  • Coordinate risk mitigation strategies and support continuous safety improvements.
  • Ensure adherence to company policies, BHBH standards, and regulatory guidelines.
  • Support audit readiness through accurate documentation and data tracking.
  • Supervise contracted and internal staff supporting program operations, including roles such as vocational counselors, drivers, and other ICBHS-contracted positions.
  • Work collaboratively with nonprofit partners (NPOs) to oversee and support SSCs, Housing Navigators, and Housing Specialists.
  • Provide ongoing coaching, training, performance feedback, and workflow oversight.
  • Ensure all staff complete required trainings and maintain compliance with program expectations.
  • Coordinate staffing needs in collaboration with the BHBH Program Director.
  • Foster a trauma-informed, culturally responsive, and collaborative team environment.
  • Serve as the onsite point of contact for residents, maintaining a structured and supportive environment.
  • Support resident engagement in housing-focused service plans and track progress toward program goals.
  • Assist with conflict resolution, crisis response, and de-escalation in coordination with appropriate partners.
  • Support intake and discharge coordination and resident transitions through the program.
  • Oversee housing navigation and service coordination in collaboration with NPO partners.
  • Coordinate with subcontracted staff to support resident success and housing outcomes.
  • Ensure individualized service plans are developed, implemented, and followed.
  • Coordinate services with referral partners, including Imperial County Behavioral Health Services, and other providers.
  • Support crisis management, grievance resolution, and emergent client needs.
  • Monitor program performance, including client progress, occupancy, and key metrics.
  • Ensure timely, accurate, and compliant documentation of services, incidents, and activities.
  • Review documentation for quality, completeness, and compliance.
  • Assist with reporting requirements and audits.
  • Identify opportunities for continuous improvement in operations and service delivery.
  • Serve as a primary liaison for referral agencies, including Imperial County Behavioral Health Services.
