About The Position

The Department of Housing is currently recruiting a Homeless System Planning and Evaluation Manager to contribute to the Department of Housing Service’s mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents. This position will oversee the long-term planning and continuous improvement, while fostering a strategic vision, for our Homeless Services system of care. The Planning and Evaluation Manager provides oversight of the homeless system evaluation program including partner training and monitoring; program review, reporting, and evaluation; and data operations and analytics to improve the quality of our shelter, outreach, housing, case management and healthcare integration programs. The position works in partnership with Department leadership, and manages a team of 3-4 supervisors, and a team of 10-12 staff who provide specialized expertise in data analytics, operations and quality improvement, serving both internal and external partners to the County. The position will facilitate long-range system planning, policy development and system improvements in collaboration with the Homeless Programs Implementation Manager, as well as various departments, public agencies, and community-based organizations to create a continuously improving Homeless Services system to achieve implementation standards and outcome goals in accordance with Federal, State, and local funding requirements. Additionally, this position will work with County and interdepartmental leadership, state and local jurisdictions, advisory bodies, and the County Board of Commissioners to provide technical and strategic analysis in support of ongoing policy direction, program improvements, and community outcomes.

Requirements

  • Master's Degree in criminal justice, social work, psychology, social sciences, an applied research-related field, or other related field; AND Three (3) years of pertinent professional experience related to the specific program area of responsibility. Experience must include responsibility for the oversight and evaluation of program activities and at least two (2) years of work experience in a project, program, or team lead or supervisory role.
  • OR Bachelor's Degree in criminal justice, social work, psychology, social sciences, an applied research-related field, or other related field; AND Five (5) years of relevant professional experience related to the specific program area of responsibility. Experience must include responsibility for the oversight and evaluation of program activities and at least two (2) years of work experience in a project, program, or team lead or supervisory role.
  • Must complete a criminal background check, post offer.

Nice To Haves

  • Experience working with complex data systems and conducting research and evaluation to support continuous program improvement, ideally in Homeless Services.
  • Adept at designing and overseeing approaches to program evaluation and data quality management and information systems, particularly with HMIS.
  • Knowledge of public administration and system operations and an understanding of programs and services to address homelessness and create housing stability.
  • Ability to utilize problem-solving skills, proactively identifying and supporting creative and viable business solutions.
  • Experience leading and supervising staff, and working effectively with peers and leadership across departments to manage and advance program objectives.
  • Can communicate effectively to different audiences including elected officials, various levels of county, city and regional management, and members of the public.
  • Has strong Microsoft Office skills, particularly Excel, and experience working with Tableau.
