About The Position

Buckner Children and Family Services is seeking a Foster Care Home Developer to join their Foster Care and Adoption Program. This role is strategic and responsible for recruiting families to become Buckner foster parents, promoting Buckner Foster Care services, and providing ongoing assessment of prospective families. The Home Developer will also monitor and develop licensed foster parents. The position is full-time and operates on a hybrid schedule.

Requirements

  • Bachelor’s Degree in a related field required.
  • Extensive knowledge of modern methods and techniques for specialized training programs.
  • Working knowledge of the administration of training programs.
  • Knowledge of available literature in the social work field.
  • Skill in the development of foster parents through planning and conducting training sessions.
  • Ability to maintain effective professional relationships with foster parents, staff, and other disciplines.
  • Working knowledge of current social and economic problems, community and individual health, educational and recreational needs, and community and State resources.
  • Proficient ability to speak, read, and write English.
  • Flexibility to work nights and weekends as needed to meet business needs.
  • Ability to drive assigned vehicle(s) or personal vehicle with an appropriate state license, following all applicable laws.
  • Must provide proof of liability insurance and be eligible to be insured under Buckner’s insurance policy.
  • Must be age 21 or older to drive on behalf of Buckner.
  • Ability to use up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force continuously to move objects and/or people.
  • Ability to walk, stand and sit, sometimes for prolonged periods of time.

Responsibilities

  • Coordinate and implement the recruitment of foster parents for the Foster Care program, following the approved annual recruitment plan in collaboration with foster care and adoption program and church engagement.
  • Complete licensing, assessment, and support processes accurately and timely to ensure families meet Licensing Standards and are prepared to care for children and young adults.
  • Make recommendations for foster care license utilization, introduce families to treatment services, amend licenses regarding capacity and age ranges, and renew licenses at required intervals.
  • Maintain supportive relationships with foster care resources, identifying ongoing training and support needs, assisting in obtaining services, coordinating support, strengthening relationships with foster parents, and monitoring licensed homes for compliance.
  • Make contact with and oversee foster children as required by state licensing and Buckner policy.
  • Work with foster parents in coordinating visits with placing agencies and/or families.
  • Assist foster parents with transportation for family visits and other necessary appointments.
  • Assist foster parents with age-appropriate therapeutic and recreational activities.
  • Consult with DFPS staff regarding the selection of foster family resources that best meet children's needs, including recommendations for support services.
  • Conduct investigations of complaints about licensed foster/adoptive homes in accordance with TDFPS, identify issues, assist families in developing corrective action plans, and make recommendations for licensing enforcement.
  • Participate in foster care capacity needs assessment by identifying and prioritizing local foster/adoptive care needs.
  • Provide education to foster parents on special education services for children in care due to trauma history.
  • Serve on call on weekends and holidays on a rotating basis, providing crisis intervention as needed.
  • Report suspected child abuse/neglect to the Administrator and appropriate law enforcement agencies.
