About The Position

Program Director is responsible for the fiscal management, quality measures, planning and organization of services and resources for the HIV Primary Care Clinic's population in collaboration with Medical Director and Executive Sponsor. The Director is responsible for performing activities intended to ensure the accuracy and completeness of data collected for grant funder reporting, continuous quality improvement and outcome monitoring. Responsible for the oversight, coordination and outcomes of the grant funded programs.

Requirements

  • Master's or Bachelor's Degree
  • Previous experience in working with HIV population and/or human services, data management and quality improvement.
  • Heartsaver CPR required within 90 days of hire date.

Responsibilities

  • Supervises, evaluates, disciplines and recommends hiring and firing of Clinic staff.
  • Works with the Vice President and Medical Director in the development of policies, procedures and protocols for the Clinic.
  • Ensures that the Clinic maintains compliance with NYSDOH/IDS Institute and Federal obligations as outlined in grant contracts.
  • Assures for clinic adherence to all appropriate regulations and standards.
  • Participates in multidisciplinary treatment team.
  • Maintains working knowledge of appropriate community services, including health, legal, educational and financial services. Works with the local health department and other organizations and agencies within the community to coordinate care to Clinic patients. Oversees preparation and updates of the community partner agreements (MOU).
  • Coordinates preparation and distribution of quarterly HIV Clinic newsletter.
  • Monitors grant funding reporting deadlines and facilitates timely submission. Oversees data collection/entry processes to ensure that requirements are being met and that data are accurate and complete.
  • Trains staff on data collection tools, entry procedures, database use and data management.
  • Prepares and uploads monthly extracts, quarterly and annual data reports, communicates results/needs to team members. Shares data with State and Federal agencies, as needed.
  • Serves as system administrator of AIRS/Grant Gateway.
  • Coordinates QI activities of the clinic through HIVQUAL and Arnot Health Plan. Communicates results/needs to team members.
  • Prepares and submits all requested data to New York State Department of Health, including but not limited to: HIV Cascades of Care, RSR Provider Report, IPRO, eHIVQUAL, Medical Monitoring.
  • Prepares and submits Quality Management Plan for DOH AIDS Institute and PI Plan for Arnot Health.
  • Prepares and submits quarterly quality indicators data for Arnot Health Performance Management Committee.
  • Prepares and submits monthly narrative reports and quarterly data reports to grant contract Managers.
  • Attends NY Links Regional Group and Regional Quality Network meetings as required.
  • Collaborates with Medical Director and Executive Sponsor to complete continuation of funding applications and new grant proposals.
  • Develops and distributes Patient Satisfaction survey.
  • Is responsible for ensuring that clinical staff adhere to all Federal and State grant funded program requirements, such as PrEP and LRTA/RAP. This would include, but not be limited to, reviewing patient charts for completion of all required documentation
  • Responsible for creating and managing the System HIV budgets. Review CTO every month for variance from budget.
  • Orders and approves supplies for the clinic.
  • Reviews and approves employee time sheets and employee payroll activities.
  • Provides oversight for third party billing activities, including monitoring and ensuring compliance with all applicable regulations.
  • Responsible for annual submission of Continuing Funding Applications to funding sources, prepares monthly vouchers for reimbursement, and budget modifications.
  • Is the liaison between the clinic, funding agencies, and the Accounting Department.
  • Monitors employee payroll activities to ensure compliance with grant funded time and effort.
  • Collaborates with Medical Director, Executive Sponsor and Arnot Health Grant Writers to complete grant funding proposals.
  • Responsible for the oversight of the program to ensure goals and objectives are met and adherence to AIDS Institute program standards.
  • Assures that staffing (including qualifications and number of staff) is consistent with the scope of grant services and supports the functions of the program. Reports staffing changes or other issues affecting program implementation to AIDS Institute. Works with Human Resources Dept. to assure employee retention and prompt recruitment upon identification of a vacant position.
  • Assures that space, equipment and organizational support are adequate to sustain program operations and patient services.
  • Provides reports to hospital administration on the status of the grant-funded programs.
  • Prepares and updates policy and procedure manual, including a program specific section.
  • Meets with appropriate administrative, program and finance staff to review and discuss contract/program budgets and current expenditures, ensuring the most effective and efficient use of funding.
  • Maintains personnel files for all HIV/PrEP program staff. Responsible for orientation and evaluation of staff.
  • Maintains education/training log, assures completion of initial and annual HIV confidentiality training, specific to NYS PHL Art. 27F.
  • Both independently and in collaboration with Community Based agencies, arranges health education programs for patients and their collaterals.
  • Maintains and assures availability of timely social services materials, supplies and equipment.
  • Is responsible for attending all annual mandatory educational programs as required by position.
  • Employee understands and demonstrates the importance of satisfying the needs of the customer/patient by interacting with him/her in a friendly and caring way, being attentive to the customer's needs, both psychologically and physically, and by taking the initiative to maintain communication with the customer in order to provide a secure and pleasant experience with the Clinic.
