About The Position

The Oregon Health Authority (OHA), Public Health Division (PHD), HIV, STD, TB (HST) Program in Portland, Oregon is excited to announce a career opportunity for an HIV Care and Treatment Compliance Specialist (Program Analyst 2). This vital role is part of a dedicated, collaborative team and is responsible for developing, monitoring, and maintaining the HIV Care and Treatment Compliance Plan to ensure that all programs and services align with state and federal guidance. In this position, you will lead direct onsite program monitoring and coordinate fiscal monitoring for external contracts. You will create tools, evaluate data, and provide technical assistance to support compliance across the HIV Care and Treatment program. You will also track, analyze, and interpret performance and outcomes to help strengthen program operations and ensure high-quality services for communities across Oregon.

Requirements

  • A bachelor's degree in public health, social or human services, or a degree related to the program AND two years experience coordinating or administering a program.
  • Any combination of experience or education equivalent to five years of technical experience in public health, social or human services, case management or any experience related health care access and communicable disease.
  • Relevant knowledge and experience may include work in administering public health programs, including developing guidelines, coordinating training, managing budgets, and overseeing grants.
  • Skilled in monitoring program performance, conducting onsite reviews, ensuring compliance, and recommending improvements.
  • Excel in explaining program requirements, delivering trainings and presentations, and collaborating with community partners and stakeholders to strengthen services and promote program goals.

Nice To Haves

  • Experience interpreting and applying State and Federal guidance such as Oregon Revised Statues (ORS), Oregon Administrative Rules (OAR), and/or HRSA or HUD grant requirements.
  • Ability to address compliance issues with a non-judgmental, collaborative, practical approach.
  • Experience with project management, leading and taking initiative.
  • Experience with facilitating meetings, problem solving, mentoring and coaching.
