About The Position

Monitors all HIV subcontractors in 147 counties for programmatic compliance. Ensures effective and efficient administration of all grants administered by the HIV Administrative Services program of the Brazos Valley Council of Governments. Provides technical assistance to subcontractors on contractual requirements and best practices. This position requires up to 30 percent travel for site visits, follow-up visits, meetings, and conferences. This position reports directly to the Program Manager of HIV/Health Services and through channels to the BVCOG Executive Director.

Requirements

  • Minimum of a bachelor’s degree
  • At least two years of previous experience and training in health/social service delivery.
  • Knowledge of local, state, and national laws, rules, regulations, and policies relevant to HIV services programs.
  • Knowledge of budgeting process, grant application writing and reviewing, and administrative oversight of grant funded programs.
  • Knowledge of Ryan White Program rules and requirements.
  • Ability to collect, analyze, and evaluate facts and to provide meaningful feedback both orally and in writing.
  • Ability to work effectively with others and to deal tactfully with professional personnel as well as with the public.
  • Ability to work with local health agencies, community-based organizations, and local planning and services coordination groups.
  • Ability to identify problems, evaluate alternatives and implement effective solutions.
  • Ability to prepare effective correspondence and reports.
  • Ability to develop policy, procedures, rules, and standards.
  • Ability to manage a team of administrative and technical staff that must work independently.
  • Ability to make independent judgments and provide guidance to section staff.
  • Ability to manage multiple projects and direct the work of others.
  • Excellent communication skills are necessary to produce effective oral and written communication with a wide range of audiences.

Responsibilities

  • Monitor and evaluate programmatic performance of subcontractors through on-site monitoring visits, desktop monitoring, and periodic reviews of budgets, performance measures, and reports.
  • Assists in the scheduling of on-site monitoring visits and the development of pre-visit notification documents.
  • Compile data obtained during site visits and submit monitoring documents to the Department of State Health Services and Project Sponsors.
  • Work with clinical, data, and fiscal monitors to ensure consistency in monitoring, avoid overlapping in requirements, and minimize burden on subcontractors to the extent possible.
  • Assists with the development of templates, guidance documents and standard operation procedures to support high-quality monitoring across the program.
  • Assist in providing technical assistance to subcontracting agencies when requested or as a need is identified related to the standards of care and monitoring.
  • Maintain files and records, ensuring the security of records as needed.
  • Maintain current working knowledge of applicable rules, regulations, and guidelines.
  • Provide clear and concise oral/written feedback.
  • Participate in quality management/improvement activities within the HIV/Health Services program and ensure subcontractor compliance with quality management requirements. This includes assisting in the creation of Quality Improvement Projects based on monitoring findings and documenting improvements.
  • Other duties as assigned by the Program Manager.
