About The Position

The Department of Transportation (DOT) is seeking a Hiring Plan Director to manage the Hiring Plan Unit, which provides complex agency-wide services to over 6,000 employees. This role reports directly to the Deputy Director of Personnel and is part of the Personnel management team. The Director will collaborate with Divisions, Budget, Department of Citywide Administration Services (DCAS), and Office of Management and Budget (OMB) to administer the review, processing, and implementation of all new hire and promotion actions, as well as the Personnel Action Request (PAR) submission process to OMB. The candidate will ensure all personnel actions conform to oversight guidelines. Key responsibilities include tracking new hire and promotion Personnel Requests Forms (PRF) actions and Job Openings/Job Offers in NYCAPS; leading training for unit staff and agency-wide personnel coordinators/liaisons on current NYCAPS procedures and internal systems; overseeing the preparation of spreadsheets detailing personnel actions for Executive staff presentations; and performing various duties utilizing PMS, PRISE, and CHRMS. The Director will also direct administrative activities for approved personnel actions, run CHRMS queries, develop standardized Human Resources monthly reports, participate in new/enhanced functionality testing for internal systems, and lead/participate in special Human Resource projects involving databases and statistical reports for Senior Executives. This includes developing research formats, collecting data, formulating results, and creating reports and charts. Related managerial duties are also required.

Requirements

  • Serving permanently in the title of Administrative Community Relations Specialist, reachable on the Civil Service list or eligible under the 55a program.
  • A baccalaureate degree from an accredited college or university and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity.
  • OR A four-year high school diploma or its educational equivalent and eight years of satisfactory, full-time experience as described above, at least two years of which must have been in a broad administrative or policy-making capacity.
  • OR Education and/or experience equivalent to the above.
  • All candidates must possess a four-year high school diploma or its educational equivalent and two years of full-time experience in a broad administrative or policy-making capacity.

Nice To Haves

  • Experience with PMS, PRISE and CHRMS.
  • Experience with NYCAPS procedures.
