About The Position

This position provides oversight and supervision to the Southern District Heat Plant, performing operation and maintenance functions for the facilities’ physical plant equipment. The role ensures compliance with environmental regulations, performs maintenance, cleanliness, scheduling, and emergency repairs (electrical and mechanical) to ensure effective operational practices and equipment longevity. The position is responsible for supervising and directing 10 FTE Heat Plant staff in a 24/7 operation, scheduling staff, assigning work, setting expectations, and coordinating personnel re-allocations. The supervisor is also responsible for obtaining staff for after-hours maintenance, developing productivity goals, conducting performance evaluations, planning training, and providing documentation for corrective actions. Additionally, this role handles employee complaints, resolves grievances, and participates in the hiring process. The role involves supervising and performing operations, installation, repair, and maintenance of high-pressure steam boilers (coal and natural gas), DCS, PLCs, and environmental emission control systems. It also includes managing plant machinery, tracking labor, procuring supplies, planning preventative maintenance, maintaining plant cleanliness, troubleshooting machinery, and answering tenant calls. The supervisor may also operate emergency generators, maintain grounds, and perform general maintenance work order tasks when staffing allows. Budget management includes overseeing budget allocations, inventory, managing variances, researching vendors, and preparing budget justifications. Contract management involves monitoring vendor contracts to ensure service delivery as per state contracts.

Requirements

  • Must currently possess a valid Stationary Engineer License “A”, American Society of Power Engineers (ASOPE) license or Equivalent.
  • Six years of work experience in boiler operations performing preventive, predictive and corrective maintenance, two of which must have been at the journey level.
  • A combination of related education, formalized apprenticeship program, and/or relevant experience in an occupation related to the work assigned to this position equal to six (6) years, two (2) of which must have been at the journey level.
  • Must currently possess and maintain throughout employment in this position, a valid Stationary Engineer License “A”, ASOPE (American Society of Power Engineers) license or equivalent.
  • Must possess and maintain a valid non-restricted Colorado driver’s license.
  • Must successfully pass Motor Vehicle Check
  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.
  • Must successfully pass a Tuberculosis (TB) test.

Responsibilities

  • Provides oversight and supervision to the Southern District Heat Plant.
  • Performs operation and maintenance functions for the facilities’ physical plant equipment.
  • Ensures compliance with all environmental regulations.
  • Performs maintenance, cleanliness, scheduling, and emergency repairs (electrical and mechanical).
  • Supervises and directs 10 FTE Heat Plant staff.
  • Schedules staff work assignments, assigns project work, and sets work expectations.
  • Coordinates with Operations Manager and Area supervisors in re-allocating plant personnel.
  • Responsible for obtaining Department staff for after-hours, weekend, holiday maintenance work.
  • Develops productivity goals and monitors staff productivity.
  • Develops, implements, and evaluates employee performance evaluations and mid-year reviews.
  • Measures daily performance of staff and implements improvement strategies.
  • Plans training employees to maintain standards of the industry, including all safety aspects.
  • Provide documentation to support recommended corrective and disciplinary actions.
  • Addresses employee complaints and resolves informal grievances.
  • Positions start the hiring process, interview applicants, and recommend hire, promotion, or transfer.
  • Supervise and perform the operation, installation, repair and maintenance of high-pressure steam boilers both coal and natural gas, DCS, PLC’s.
  • Supervise and perform the operation, installation, repair and maintenance of all environmental emission control systems.
  • Ensures Regulatory requirements are maintained, current and submitted to regulatory entity on time i.e. Title V, OPS, MS4, SPCC compliance, APEN and EIA submissions.
  • Supervise and perform the operation, installation, repair and maintenance of plant machinery including valves, pumps, fans, turbines, electric motors, coal and ash handling system components, piping distribution system components and digital control system components.
  • Verifies and analyzes daily and monthly labor requirements.
  • Accurately track departments indirect and direct labor distributions and ongoing productivity analysis.
  • Procures supplies and materials.
  • Plans for material requirements for maintenance activities.
  • Reviews warehoused material inventory, shop inventory and truck inventories.
  • Accomplishes assigned scheduled preventative equipment maintenance.
  • Maintains plant cleanliness.
  • Troubleshoot and repair to restore proper operation of plant machinery.
  • Notify night truck mechanics or trade shop supervisors as appropriate of situations that need immediate attention.
  • Answer phones from building tenants during 2nd and 3rd shifts and determine which requests need to be addressed immediately.
  • When required, it operates, tests, and maintains diesel powered emergency electric generators.
  • Maintains grounds area, surrounding buildings, and operates state vehicles.
  • Performs general work order maintenance when staffing demand at the heat plant doesn’t require two or more operators.
  • Ensure proper PPE is utilized.
  • Travels to facilities in a state vehicle to execute the daily needs of the business.
  • Manage heat plant budget allocations per fiscal year.
  • Assure inventory management maintains adequate stocking inventory and supplies needed for specific heat plant services and functions.
  • Manage budget variances by allocation and collaborate with DFM-SD Budget manager to adjust budget values.
  • Research different supplies and equipment from vendors to procure at the lowest cost.
  • Develop requests for the planned replacement and purchase of critical physical plant needs.
  • Position is involved in the preparation, presentation, and justification of budgets.
  • Maintains and manages budget resources and procurement card transactions.
  • Manage and monitor vendor contracts for within the southern district Heat Plant.
  • Ensure that contract vendors are delivering the services as per the executed state contract in force.
  • Provide specifications for each contracted services when they become due to rebidding at various intervals.
  • Performs other duties as assigned
