About The Position

Conducts the day-to-day operations of projects that address the healthcare needs of New Jerseyans, with an emphasis on serving as a Certified Enrollment Counselor as part of the NJ State Navigator Program. The Navigator provides free, fair, accurate, and impartial outreach, education, enrollment, re-enrollment, and post-enrollment assistance to uninsured and underinsured New Jersey residents who may be eligible for healthcare coverage with financial assistance. The Navigator works in community-based settings, primarily throughout their assigned region and occasionally elsewhere within New Jersey, and in virtual environments to help consumers throughout the enrollment process and beyond through compassionate consultation.

Requirements

  • College degree in healthcare administration, nursing, health services, public health, or related degree, or 10 years of equivalent training/experience in healthcare, patient navigation, counseling, social work, mental health, public assistance programs, or similar background.
  • Proficiency in video conferencing software and data entry systems.
  • Must have reliable source of transportation for daily travel, primarily throughout their assigned region and occasionally elsewhere within New Jersey.
  • Must be willing to work a nontraditional schedule (e.g., extended hours and weekends during Open Enrollment and special events).
  • Veterans from any branch of the U.S. military are encouraged to apply.

Nice To Haves

  • Bilingual fluency in English and Spanish (or other language prominent in region to be served) strongly preferred.
  • Ability to demonstrate creative problem-solving, organizational skills, and peer education skills.

Responsibilities

  • Participates in relevant trainings (in-person or virtual) such as GetCoveredNJ Enrollment Counselor, Mental Health First Aid, and any other additional certification deemed appropriate within the strategic scope of the organization. Successfully passes any follow-up exams and certification requirements, and continues to improve expertise in program eligibility, enrollment specifications, and related concerns.
  • Collaborates with project manager and/or regional coordinator to engage, educate, and establish partnerships and referral processes with area healthcare providers, public agencies, faith-based organizations, social service agencies, community-based organizations, workforce partners, libraries, housing providers, small businesses, and other trusted local partners.
  • Participates in outreach events, enrollment fairs, community resource events, virtual education sessions, and partner-site assistance.
  • Educate consumers about GetCoveredNJ, NJ FamilyCare, open enrollment, special enrollment periods, financial assistance, eligibility requirements, documentation needs, and the availability of free Navigator assistance.
  • Provide individualized assistance with creating or re-opening GetCoveredNJ accounts, completing or updating applications, reviewing eligibility results, applying for financial assistance, comparing coverage options, selecting or changing qualified health plans, and completing NJ FamilyCare applications.
  • Provide re-enrollment and post-enrollment assistance, including helping consumers respond to data-matching or documentation requests, report life changes, troubleshoot eligibility or enrollment issues, understand renewal requirements, and maintain or transition coverage.
  • Help consumers understand health insurance terms, premiums, deductibles, cost sharing, provider networks, appropriate sites of care, primary care, coordinated care, and the basics of using coverage after enrollment.
  • Obtains consumer authorization for the disclosure of information prior to helping with submitting an insurance or other social service application. Complies with Marketplace privacy and security standards, applicable authentication, and data security standards.
  • Arrange and use qualified interpreter services or other language supports for consumers with limited English proficiency and ensure assistance is culturally and linguistically appropriate and accessible to people with disabilities.
  • Ensures information is provided in a fair, accurate, and impartial manner, and acts in the best interest of the consumers assisted.
  • Connect consumers with appropriate community resources addressing health-related social needs, such as housing, transportation, food, employment, tax preparation resources, or other healthcare assistance when consumers are not eligible for GetCoveredNJ or NJ FamilyCare.
  • Documents all project activities using HRET data collection tools.
  • Collaborates with other HRET members to research and discuss potential strategic opportunities to meet observed community health needs.
  • Assists HRET team with additional projects or other duties as assigned.
