About The Position

Prometheus Federal Services (PFS) is seeking an experienced Healthcare Consultant Project Manager to lead and oversee a federal healthcare population survey initiative supporting the Department of Veterans Affairs (VA). This role is responsible for end-to-end delivery, client engagement, team leadership, and growth support for large-scale initiatives focused on Veteran suicide prevention and community-based healthcare programs. The Project Manager will serve as the primary point of contact, ensuring high-quality project deliverables, timeliness, staffing, quality standards, and reporting requirements are met. The ideal candidate will have strong experience managing survey research projects, including survey methodology development, data collection operations, and data management activities in a federal healthcare environment.

Requirements

  • Bachelor’s degree in Public Health, Healthcare Administration, Social Sciences, Statistics, Project Management, or a related field
  • Minimum of 10 years of relevant experience managing complex federal healthcare survey research or population health projects
  • PMP Certification required
  • Demonstrated experience leading: Survey methodology development, Sampling strategies, Data collection operations, Quality assurance and quality control processes
  • Experience managing federal healthcare, public health, or behavioral health programs
  • Strong leadership experience managing project teams, stakeholders, and multiple priorities simultaneously
  • Ability to manage project schedules, budgets, deliverables, and client communication effectively
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office 365 Suite and project management tools
  • Authorized to work in the U.S. indefinitely without sponsorship.
  • Ability to obtain and hold a Public Trust clearance.

Nice To Haves

  • Experience supporting the Department of Veterans Affairs (VA), HHS, CDC, or other federal healthcare agencies

Responsibilities

  • Lead full lifecycle project management for federal healthcare population survey programs, including planning, execution, monitoring, and delivery
  • Serve as the primary liaison to federal clients and stakeholders, managing expectations and ensuring high-quality service delivery
  • Oversee development and execution of survey methodology, sampling strategies, and implementation plans
  • Direct survey data collection operations (e.g., telephone-based and other approved methodologies), ensuring efficiency and compliance
  • Ensure timely, accurate delivery of all contract deliverables, including reports, datasets, and operational outputs
  • Monitor performance metrics such as response rates, data quality, and operational effectiveness; implement improvements as needed
  • Identify project risks and develop mitigation strategies to ensure successful execution
  • Provide strategic oversight of survey methodology design, including questionnaire development and sampling approaches
  • Oversee data management processes, including secure data handling, validation, formation, and delivery
  • Apply subject matter expertise in survey research, population health, and behavioral health initiatives
  • Ensure adherence to federal data privacy and security requirements and VA guidelines
  • Develop and maintain standard operating procedures (SOPs), quality control plans, and operational workflows to enhance consistency and quality.
  • Lead and manage project teams, including staff and subcontractors, ensuring alignment with project goals and timelines
  • Provide coaching, mentorship, and performance feedback to team members to support professional development
  • Foster a collaborative, accountable, and high-performing team environment
  • Support the onboarding of new staff and ensure effective integration into project teams
  • Ensure compliance with federal contract requirements, performance standards, and reporting expectations
  • Manage project schedules, budgets, and resource allocation effectively
  • Oversee stakeholder communications, including status reporting, executive briefings, and client presentations
  • Support cross-functional coordination across internal teams and external partners
  • Identify opportunities to expand services within existing client engagement, including follow-on work and task orders
  • Contribute to proposal development, including technical approaches, staffing strategies, and past performance inputs
  • Collaborate with leadership on capture activities and strategic positioning for new opportunities
  • Maintain strong client relationships to support long-term growth and business development efforts
  • Apply knowledge of federal contracting environment to support delivery and growth initiatives
