About The Position

This role is responsible for managing and directing the administrative activities of a multi-disciplinary team of health care professionals who oversee the medical, dental, and allied health services of the facility. In collaboration with the Clinical Director, the position ensures the provision of the best possible patient care to the inmate population. This includes managing inpatient and outpatient care, routine health maintenance, emergency services, and chronic care. The role also involves cost center management, budget administration, and managing a procurement system for medical, surgical, dental, and pharmaceutical supplies. Additionally, the position develops and coordinates internal review systems to ensure compliance with standards from the American Correctional Association (ACA) and the Joint Commission on Accreditation of Health Organizations (JCAHO), as well as other regulatory bodies. The role implements agency re-entry initiatives, including timely inmate skills assessment and evaluation of health status for an electronic exit summary. It also ensures the provision of release medications and electronic transmission of health records for continued care. A critical aspect of this role, like all correctional institution employees, is maintaining the security of the institution, which takes precedence over all other duties.

Requirements

  • U.S. Citizenship is Required.
  • Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
  • OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities.
  • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
  • GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
  • GS-11 and GS-12: At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled.
  • GS-11 Examples: Experience in providing oversight and/or directing the activities of a multi-disciplinary team of health care professionals. Experience participating in the development, implementation and monitoring of administrative and clinical policies and programs as it relates to health care services. Knowledge of Joint Commission on Accreditation of Health Organizations (JCAHO), Ambulatory Care standards, American Correctional Association (ACA), and/or quality review program standards for regulatory compliance in a health care program. Experience in assisting with the coordination of purchases and/or contracts for supplies, equipment, specialty care or ancillary services and maintaining par inventory levels.
  • GS-12 Examples: Experience that demonstrates knowledge of Joint Commission on Accreditation of Health Organizations (JCAHO), American Correctional Association (ACA), Occupational Safety Health Administration (OSHA), program/operational review guidelines and regulations. Experience supervising a full range of medical administrative services including fiscal, personnel, supply, medical records administration and hospital housekeeping. Experience participating in the development, implementation and monitoring of administrative and clinical policies and programs as it relates to health care services. Experience coordinating purchases and/or contracts for supplies, equipment, specialty care or ancillary services and maintaining par inventory levels.
  • GS-11 Only: A combination of education and experience that equipped you with the knowledge, skills, and ability to perform the major duties of this position as described above.
  • Must upload legible transcripts as verification of educational requirement if education is a requirement/substitution for specialized experience.
  • All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
  • Initial appointment to a supervisory/managerial position requires a one-year probationary period.
  • The incumbent is subject to geographic relocation to meet the needs of the agency.
  • Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.
  • All applicants are subject to, and must satisfactorily pass all screening requirements in relation to National Crime Information Center (NCIC) and credit check.
  • All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
  • Successful completion of the "Introduction to Correctional Techniques", three-week training course at Glynco, Georgia is required.
