About The Position

This role involves fostering a humane and secure environment, ensuring public safety by preparing individuals for successful reentry into communities. The Assistant Health System Administrator (AHSA) collaborates with the Health Services Administrator (HSA), Clinical Director, and peer AHSAs to manage and direct a multi-disciplinary team of healthcare professionals responsible for medical, dental, and allied health services to the inmate population. Key responsibilities include overseeing daily clinic operations, emergency services, and the management of inmates with chronic illnesses. The position also involves planning and coordinating purchases or contracts for supplies, equipment, specialty care, or ancillary services, and maintaining inventory levels. The AHSA assists the HSA and Regional HSA in implementing agency re-entry initiatives, including timely Inmate Skills Assessment data entry and evaluation of health status documented in an exit summary. Additionally, the role supports the provision of release medications and electronic transmission of health records to community healthcare providers for continued care. A critical aspect of this role, like all correctional institution employees, is maintaining the security of the institution, which takes precedence over other duties.

Requirements

  • U.S. Citizenship is Required.
  • Must meet CTAP or ICTAP eligibility criteria.
  • Must be rated well-qualified for the position.
  • Must submit appropriate documentation to support CTAP eligibility (agency notice, most recent performance appraisal, most recent SF-50).
  • Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
  • OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
  • Experience must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities.
  • Knowledge of health care delivery systems, regulations, standards, and government-wide administrative systems (budget, personnel, procurement).
  • Management ability to delegate authority, evaluate and oversee people and programs, and adapt to changing priorities.
  • Knowledge of the interrelationships among various medical and administrative services and programs.
  • GS-11 and GS-12: At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
  • GS-11: Experience assisting with managing and directing a multi-disciplinary health care team for an inmate population.
  • GS-11: Experience contributing to the establishment of policy and programs for a health care entity.
  • GS-11: Knowledge of basic fiscal management principles and awareness of medical equipment, supplies, and service costs.
  • GS-12: Experience in providing managerial oversight and/or directing a multi-disciplinary health care team.
  • GS-12: Experience in the development, implementation, and monitoring of administrative and clinical policies and programs related to health care services.
  • GS-12: Knowledge of Joint Commission on Accreditation of Health Organizations (JCAHO) Ambulatory Care standards, American Correctional Association (ACA), and/or quality review program standards.
  • GS-12: Experience coordinating purchases and/or contracts for supplies, equipment, specialty care or ancillary services and maintaining par inventory levels.
  • Must upload legible transcripts if qualifying based on education.

Responsibilities
