The Contra Costa County Health Services Department is offering an excellent employment opportunity to fill one (1) Health Services Director of Contracting position located in Behavioral Health Services. While Contra Costa Health is the largest County department, most of its funding comes from federal and state programs, such as Medi-Cal and Medicare, as well as grants and fees. This position oversees and directs the Contracts and Grants Unit in all aspects of contract and grant management, as well as related business activities for the Behavioral Health Plan. Responsibilities include developing, implementing, and monitoring the process for obtaining Board of Supervisors and provider approval of contracts; negotiating terms and conditions, including rates, with providers; supervising staff; and performing other related work as required.

Requirements

  • Possession of a Bachelor's degree from an accredited college or university with a major in Business Administration, Public Administration, Hospital or Health Care Administration, Public Health Administration, or a closely related field.
  • Three (3) years of full-time or its equivalent experience in an administrative capacity in a health services agency, performing contract negotiation, development and implementation.
  • At least one (1) year of the required experience must have been in a supervisory capacity.
  • A background investigation/fingerprint and/or physical exam may be required prior to the start of employment.
  • Applicants will be required to complete a supplemental questionnaire at the time of application.
  • Qualified candidates must complete the behavioral consistency questionnaire assessment in the supplemental questions.
  • Must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% or higher.

Nice To Haves

  • Substitution for education: Additional full-time or its equivalent professional level experience performing contract negotiation, development or implementation may be substituted for education on a year-for-year basis for a maximum of two (2) years.
  • Substitution for experience: Possession of a Master's degree in Business Administration, Public Administration, Hospital or Health Care Administration, Public Health Administration, or a closely related field may be substituted for one (1) year of the required experience.
  • No substitution is allowed for the required supervisory experience.

Responsibilities

  • Oversees and directs the Contracts and Grants Unit in all aspects of contract and grant management, as well as related business activities for the Behavioral Health Plan.
  • Develops, implements, and monitors the process for obtaining Board of Supervisors and provider approval of contracts.
  • Negotiates terms and conditions, including rates, with providers.
  • Supervises staff.
  • Works cooperatively with County Counsel and Risk Management to determine contract provisions.
  • Collaborates with other BH units to ensure contracted services are compliant with federal and state regulations, aligned with clinical and quality standards, support appropriate utilization and access to care, and meet performance, reporting, and audit requirements.
  • Reviews work of staff to ensure all policies and procedures regarding contracting are being implemented.
  • Reviews State and Federal grants to ensure subcontract language is in compliance (including HIPAA regulations).
  • Conducts regular staff and managers meetings.
  • Assigns contracts to staff based on abilities and workload to ensure timely processing of contracts.
  • Supervises contract monitoring staff.
