About The Position

Valero is seeking a Health & Safety Specialist to ensure compliance with all federal, state, and refinery regulations, policies, and procedures concerning health, safety, and fire protection. This role involves education, training, and auditing, as well as administering the refinery safety program with a focus on implementation, management, and recommending improvements for optimal results. The specialist will interface with refinery employees, conduct OSHA and safety field audits, assist with work permit issuance, and participate in on-call responsibilities for health and safety matters. The position also includes receiving and distributing Safety Data Sheets, maintaining gas testing equipment, performing atmospheric testing, completing short-term projects, providing technical assistance, assisting with incident reporting, conducting contractor orientations and assessments, and supporting safety during turnarounds and plant expansions. Additionally, the role provides industrial hygiene support and expertise, and involves participation in Process Safety Management (PSM) team meetings and incident investigations.

Requirements

  • Able and willing to work on-site, in-person at the Valero Port Arthur Refinery, required.
  • High School diploma or GED required.
  • 3 years of refinery/petrochemical safety permitting experience required.
  • Must be eligible to obtain a TWIC card (Transportation Worker Identification Credential).

Nice To Haves

  • Bachelor’s degree in Safety or related field preferred.
  • Emergency Response training preferred.
  • Incident Command training preferred.

Responsibilities

  • Ensures compliance with all applicable governmental and industry safety standards.
  • Interfaces with refinery employees and assists with Health and Safety needs and education.
  • Conducts OSHA compliance audits and safety field audits for assigned area (safe work permit, lockout/tag out, fall protection, etc.).
  • Works with all on-site personnel to solve and implement corrections of safety problems and to improve safety effectiveness.
  • Assists refinery personnel with work permit issuance.
  • Participates in department “on-call” responsibilities for all Health and Safety matters.
  • Participates in recommended professional development activities and training at the discretion of management.
  • Receives and distributes Safety Data Sheets and update the program manuals as needed.
  • Maintains and assures proper operation of gas testing equipment/H2S monitors.
  • Inspects and performs atmospheric testing for safe work permits and insure same for confined space entries and hot work, as needed for maintenance, turnaround, or construction work.
  • Conducts routine technical assignments under the guidance of more experienced personnel.
  • Completes short-term Health and Safety projects.
  • Provides technical assistance to the refinery and assigned area on safety/fire protection issues.
  • Conducts or assists in incident/injury/loss reporting.
  • Conducts contractor orientation as needed.
  • Conducts assessments on GSP's for contractors and Valero personnel.
  • Assists contractors with safety during turnarounds and plant expansion programs.
  • Provides industrial hygiene support and expertise to the refinery.
  • Attends and participates in team meetings involving all Process Safety Management (PSM) matters and incident investigations.
  • Conducts routine and non-routine inspections and work site assessments.
