About The Position

This position provides company-wide governance, standards, and oversight and is not responsible for daily site safety execution. Site Managers retain responsibility for local implementation and field presence. The role involves a combination of office and refinery field environments, requiring regular travel to operating facilities. The ability to access process units, climb stairs, and wear required personal protective equipment during site visits is necessary. The individual must be certified to use respiratory protection, including a tight-fitting full-face mask and a self-contained breathing apparatus (SCBA) weighing up to 35 lbs, for conditions that may be routine maintenance or operations activities, or emergency rescue in immediately dangerous to life and health atmospheres. This use prohibits facial hair that interferes with the facepiece seal or valve function.

Requirements

  • Bachelor's degree with a major in Occupational Safety, Safety Management, Industrial Hygiene, Engineering, or a related field. Or its equivalent.
  • Minimum of 10 years relevant progressive health and safety experience in refining, petrochemical, chemical manufacturing, or heavy industrial operations.
  • Experience overseeing safety programs across multiple operating facilities.
  • Supervisory experience.
  • Must have a valid driver's license.
  • Certified to use respiratory protection (fresh air work requiring a tight-fitting full-face mask and a self-contained breathing apparatus (SCBA) weighing up to 35 lbs).
  • Sufficient pulmonary and respiratory health for SCBA use.
  • No facial hair that comes between the sealing surface of the facepiece and the face or that interferes with the facepiece valve function or other obstructions preventing an adequate facial fit.

  • Professional certifications such as CSP or CIH preferred.

Responsibilities

  • Develop, implement, and maintain company-wide health and safety policies, standards, and procedures applicable to all Hunt Refining facilities.
  • Establish and oversee a consistent Health & Safety Management System across the enterprise.
  • Provide functional leadership, expert technical advice, and long-term strategic guidance to Safety Managers and safety professionals at the site.
  • Drive continuous improvement initiatives aligned with industry best practices in refining and petrochemical operations.
  • Support site leadership in strengthening safety culture and accountability.
  • Ensure enterprise-wide compliance with applicable federal, state, and local regulations, including OSHA General Industry Standards and EPA requirements as it relates to Health & Safety, DOT hazardous materials regulations, and applicable NFPA standards.
  • Interpret regulatory requirements and translate them into clear company-wide programs, procedures, and expectations that can be readily implemented at the site level.
  • Support and coordinate regulatory inspections, audits, and agency interactions.
  • Maintain company-wide compliance documentation and oversight processes.
  • Lead or support investigations of serious incidents, high potential near misses, and process safety events.
  • Apply recognized root cause analysis methodologies such as TapRooT, Five Why, and Cause Mapping.
  • Analyze incident trends across the enterprise and recommend preventative strategies that can be executed at the site level.
  • Establish and monitor company-wide health and safety performance indicators including TRIR, DART, near-miss reporting, and process safety events.
  • Develop dashboards and executive-level reports.
  • Present safety performance trends, risks, and improvement recommendations to leadership.
  • Define company-wide safety training requirements and minimum competency standards for employees and contractors.
  • Ensure alignment of safety training and qualification requirements across all facilities.
  • Develop and oversee contractor safety program requirements, including prequalification and performance monitoring.
  • Conduct or oversee company-wide safety audits, program assessments, and field observations.
  • Identify gaps between policy and execution and develop corrective action plans.
  • Ensure consistency and effectiveness of safety program implementation across all sites.
  • Represent Hunt Refining Company in industry groups, mutual aid organizations, and with regulatory agencies as required.
