ONxpress Transportation Partners has been selected by Infrastructure Ontario and Metrolinx to lead the charge in modernizing rail service across the Greater Toronto and Hamilton Areas with the On-Corridor Works project. Requirements

  • University or College degree/diploma or equivalent experience in the Health and Safety field.
  • Minimum 5 years’ experience in a senior Health and Safety role in construction; experience in public transportation infrastructure is an asset.
  • A professional designation such as Certified Registered Safety Professional (CRSP) or National Construction Safety Officer (NCSO) is required.
  • Strong leadership skills with prior experience of leading and managing a team.
  • Intermediate to advanced working knowledge of MS Office and general database skills.
  • Adaptable and flexible to an ever-changing environment.
  • Proven experience in Subcontractor management is an asset.
  • Understanding of the Workplace Safety and Insurance Board System (WSIB) and return to work program.
  • Familiar with the primary entities in all related industries; understands competitive environment and industry trends in the medium to long term.
  • Ability to deliver H&S training in the workplace and give formal presentations to management.
  • Ability to research and prepare high level reports on H&S and improvement strategies at the group level.
  • Ability to devise and monitor project level strategic business plans and resource infrastructure.
  • Ability to contribute to and communicate a companywide long-term vision and a strategy to achieve short, medium and long-term goals.
  • Proven ability to champion health and safety initiatives and influence stakeholders to achieve health and safety objectives.
  • Strong knowledge of team functioning and morale principles, able to strategically build a team with complementary skills and monitor and drive team morale at the group, business unit or companywide level.
  • Ability to communicate with tact and diplomacy, excellent verbal and written communication skills.

Responsibilities

  • Lead the planning and execution of safety assurance activities across designated ONxpress workstreams.
  • Support the development, implementation, and continuous improvement of the project Safety Assurance framework.
  • Act as a key point of contact for safety-related matters with internal teams, contractors, consultants, Metrolinx, and regulatory authorities.
  • Coordinate and support regulatory, governance, and third-party audits related to safety.
  • Ensure compliance with applicable international and local safety standards, including EN 50126, EN 50129, IEC 61508, CSM-RA, CMREA, and relevant Canadian requirements.
  • Manage and maintain Hazard Logs, ensuring hazards are adequately assessed, mitigated, and closed in alignment with project risk tolerance.
  • Oversee the preparation, review, and submission of safety documentation, including Safety Cases, Safety Plans, V&V documentation, and safety reports.
  • Apply and review safety engineering methodologies such as: Preliminary Hazard Analysis (PHA), FMECA, Fault Tree Analysis (FTA), Interface Hazard Analysis (IHA), Operational Hazard Analysis (OHA), Safety-Related Item Lists (SRIL).
  • Plan and facilitate risk and hazard workshops (e.g., HAZID, HAZOP) in collaboration with engineering, construction, and operations teams.
  • Review and approve safety-related deliverables produced by internal teams and external partners.
  • Monitor safety KPIs and prepare regular reports for internal leadership and external stakeholders.
  • Support alignment of the safety assurance program with project schedules, quality assurance processes, and delivery milestones.
  • Contribute to internal safety audits and support the closure of findings and corrective actions.
