Performs a range of professional-level responsibilities in developing, organizing, implementing, and coordinating safety and risk management programs, including workers' compensation, employee training, safety compliance, and emergency preparedness initiatives. Develops and enforces safety policies and procedures in compliance with State and Federal Occupational Safety and Health Administration (OSHA) rules and regulations. Leads and actively participates in daily operations of programs aimed at minimizing risk and promoting workplace safety. Coordinates CUD’s response efforts with federal, state, and local agencies, including OSHA, TOSHA, law enforcement, fire departments, and other emergency responders. Oversees the ongoing implementation of the District's Safety Program to promote an injury- and illness-free workplace. Develops, reviews, and updates safety policies and procedures in compliance with legal requirements. Conducts employee training on a range of safety topics and inspects facilities and equipment to identify health and safety risks, ensuring compliance with state and federal occupational safety and health standards. Facilitates the activities of the Employee Safety Committee by organizing meetings, coordinating efforts, and gathering feedback and input from members. Responds to accident and injury scenes to conduct thorough investigations, analyze contributing factors, and prepare detailed reports with findings and recommended corrective actions. Manages and supports the implementation of the District’s Risk Management Program, including receiving, investigating, and processing claims; prepares comprehensive reports with findings and recommendations. Collaborates with CUD staff to coordinate periodic inspections and ensure timely response to inspection reports and follow-up actions. Supports the ongoing implementation and coordination of the District’s Emergency Management Program by ensuring disaster readiness through training on the National Incident Management System (NIMS), facilitating emergency exercises and drills, evaluating staff performance, and assisting in the development of procedures for operating under emergency and non-routine conditions. Assists in the development and delivery of the District’s Safety and Risk Management training programs. Oversees the implementation and maintenance of a training schedule and records database. Supports the onboarding process by performing safety orientations and by reviewing safety policies and procedures with new employees. Maintains regular attendance and adheres to the prescribed work schedule to fulfill job responsibilities. Performs other duties as assigned.
