About The Position

ServiceSource is seeking a Site Safety & Health Officer (SSHO) to oversee a comprehensive safety program at the Mark Center in Alexandria, Virginia. This program encompasses environmental compliance (hazardous waste, EPCRA, RCRA, air permits, spill response), fire protection, industrial hygiene, occupational health, and worker safety for the Base Operations & Support (BOS) contractor. The SSHO will collaborate with operational areas to ensure a safe facility and compliance with contract requirements and all relevant health, safety, and environmental regulations.

Requirements

  • Bachelor of Science in an environmental or safety-related field highly desired (or at least 2 years of college education) required.
  • 10 years of professional experience inspecting, managing, and implementing environmental, safety and health programs preferred.
  • At least 5 years of experience on contracts of similar size and complexity to the Mark Center BOS contract preferred.
  • Completed the 30-hour OSHA safety class or equivalent within the last 5 years.
  • Completed at least 24 hours of safety training per year over the past 5 years.
  • Management/supervisory experience at a program level preferred.
  • Knowledge of state and federal safety/environmental laws and regulations, including the Code of Federal Regulations 29, 40, and 49.
  • Hold or be able to obtain a Top Secret/SCI government security clearance.
  • Certified to teach OSHA 10 for General Industry.
  • Have (or be able to obtain within 18 months of hire) the Certified Safety Professional (CSP) credential. Equivalent certifications from NASP/IASP or ISHM may be considered.
  • First aid and CPR/AED certifications or ability to obtain within 6 months of hire.
  • Ability to handle multiple projects with different deadlines at any one time and consistently meet deadlines.
  • Ability to react to project alterations, shifting deadlines and priorities, conform and meet timelines/deadlines, and to work efficiently and effectively in a high-pressure environment.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, MS Project).
  • Ability to work with various software systems (Maximo, Intellect).
  • Strong communication skills, including public training sessions, briefing senior management, communicating tactfully with the customer, and writing numerous reports with clarity and brevity including SOPs, plans, etc.
  • Strong research skills, especially online/Internet research.
  • Ability to interpret environmental regulations and guidelines and other regulations.
  • Make sound recommendations for action based on learned information.
  • Ability to identify potential worker safety risks; implement safety controls such as guards, personal protective equipment; know and implement safety procedures; and conduct training.

Responsibilities

  • Develop, review, update, and/or implement environmental, safety and health standard operating procedures (SOPs), policies, plans, and programs as required by the contract, including code and regulatory changes.
  • Ensure adherence to ServiceSource safety and risk management policies, guides, and procedures, as well as OSHA, EM-385-1, and other contract compliance documents and regulations.
  • Monitor and implement changes to ensure compliance with federal, regional, and local safety regulations impacting the Mark Center.
  • Ensure adherence to contract SOPs and plans.
  • Prepare and disseminate agendas, meeting materials, and other information for scheduled safety meetings.
  • Inspect facilities and BOS personnel work for safety and environmental discrepancies on both scheduled and unscheduled bases.
  • Advise functional area managers and supervisors on inspection findings and recommend corrective actions.
  • Determine countermeasures when noise, chemical levels, etc., exceed permissible exposure levels.
  • Maintain detailed knowledge of all safety, health, and environmental aspects of the contract, including the Performance Work Statement and Performance Requirements Summary.
  • Develop and execute a comprehensive safety system to ensure BOS team compliance with the contract, worker safety, protection of building occupants, and continuous program improvement.
  • Establish and maintain positive and productive working relationships with BOS personnel and the government customer.
  • Review and approve government-required work permits, including activity hazard analyses.
  • Conduct training for BOS personnel, including OSHA 10 for General Industry and hazard communications.
  • Perform and support contract-required inspections and services, inspections required by contract-referenced regulations, and others as needed.
  • Foster a safety and quality culture that meets or exceeds customer requirements and expectations.
  • Provide reports as required to ServiceSource corporate safety, the government customer, and various government agencies (e.g., VDEQ).
  • Perform incident investigations for personnel accidents and environmental incidents, preparing reports with recommendations for prevention.
  • Conduct periodic refresher training at all-hands quarterly meetings.
  • Provide safety training to BOS personnel or arrange for third-party training on specialized topics.
  • Conduct and/or coordinate new-hire safety orientation.
  • Participate in all other training required by ServiceSource corporation (e.g., Human Rights training).
  • Review employee qualifications and/or certifications to ensure legal and contractual requirements are met, and coordinate initial or refresher qualification training.
  • Foster a collaborative team environment throughout all levels of the organization.
  • Establish and maintain effective working relationships with Government QAEs.
  • Ensure BOS team services are performed safely, protecting building occupants and avoiding property damage.
  • Advocate for safety, environmental, and health issues, as well as quality and security compliance within the safety/environmental program for the BOS contract.
  • Conduct a standing monthly meeting of the BOS team safety managers, set an agenda, and type up and file meeting minutes.
  • Ensure deadlines are met for all contract deliverables and other related requirements.
  • Support company efforts in workers’ compensation cases under the direction of ServiceSource Risk and Compliance.
  • Assist functional area managers in conducting job hazard analyses.
  • Prepare briefings for the program manager, deputy program managers, and functional area managers on safety-sensitive issues.
  • Prepare and provide timely reports of all incidents, as necessary.
  • Ensure Safety Data Sheet (SDS) binders are up-to-date and contain an SDS for every product used by the BOS team.
  • Support BOS team efforts in achieving and/or maintaining the government's LEED EBOM gold rating for the Mark Center.
  • Perform other related duties as assigned.
