We’re recruiting a Health, Safety & Environment (HSE) Specialist to support our Gulf Coast operations. In this role, you’ll report directly to the Gulf Coast Regional HSE Manager and play a key part in strengthening safety culture and ensuring regulatory compliance across pipeline, terminal, and trucking assets. You’re the kind of HSE professional who thrives in the field, builds trust with Operations, and knows how to translate regulatory requirements into practical, safe, day‑to‑day action. You’ll spend about 75% of your time in the field, participate in a 24/7 emergency response rotation, and travel overnight as needed. Requirements

  • Bachelor’s degree in Occupational Health & Safety, Science, or a related technical field; 5–7 years of experience strongly preferred (industry certifications may substitute).
  • Strong knowledge of Federal and State regulations affecting pipeline, terminal, and trucking operations; familiarity with OSHA, EPA, and PHMSA requirements is an asset.
  • Skilled communicator with the ability to influence, coach, and collaborate across teams.
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Detail‑oriented, organized, and able to work independently while supporting shared team goals.
  • Ability to obtain a TWIC credential; valid driver’s license with an acceptable driving record.
  • Successful completion of background checks, reference checks, and participation in required Medical Surveillance and Drug & Alcohol programs (OSHA 29 CFR 1910.120; PHMSA 49 CFR Parts 192, 199), including pre-employment testing.

Responsibilities

  • Maintain compliance with Local, State, and Federal environmental regulations (air, water, waste) and support enhancements to environmental programs.
  • Review, update, and train teams on site‑specific response plans (SPCC, FRP, Security).
  • Manage Tier II reporting and support remediation activities through inspection, sampling, and closure.
  • Support safe pipeline and facility operations by reviewing and updating plans, procedures, and systems.
  • Partner with Operations during external regulatory inspections (EPA, DOT, etc.) and internal audits, including multi‑media assessments and Maximo PM reviews.
  • Lead or support incident and accident management activities, including spill reporting, investigations, and root‑cause analysis.
  • Participate in key safety programs such as MOC, Industrial Hygiene monitoring, HSE training, and driver safety initiatives.
  • Coach and mentor field employees on safety expectations, policies, and best practices.
  • Conduct and document field safety evaluations, work permit reviews, and environmental inspections.
  • Provide contractor safety oversight through assessments and site visits.
  • Maintain accurate electronic compliance records (Maximo, Windows Explorer).
  • Stay current on regulatory changes through industry groups, networks, and professional forums.
