About The Position

ProSidian is seeking a Health, Safety, and Environment (HSE) Manager for a contract role supporting the U.S. Department of Energy's Loan Programs Office (LPO). This position focuses on risk, compliance, and independent certification support within the energy sector, specifically for high-impact, large-scale energy infrastructure projects. The role involves providing independent engineering advisory services, including technical due diligence, construction monitoring, and operations oversight, with an emphasis on HSE management systems, safety performance, and environmental controls. The candidate will review project documentation, identify risks and mitigations, and prepare defensible work products for lender and DOE decision-making. This is a remote position within the USA, with expected on-site meetings.

Requirements

  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or related field.
  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Proficiency with Microsoft Office Suite (Excel, Access, Outlook, PowerPoint, Word).
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other business tools as needed.

Nice To Haves

  • Relevant certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP preferred.
  • Energy Industry (Oil, And Gas/Power, And Utilities) Sector Experience.
  • Functional and technical area expertise also ideal.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on HSE management systems, safety performance, environmental controls, and field execution risk.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including HSE plans, incident metrics, audits, hazard controls, and contractor safety oversight.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • Provides health, safety, and environmental oversight across due diligence, construction monitoring, and operations monitoring.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
