About The Position

Under limited supervision, manages the day-to-day program planning, budgeting, staffing, supervision, training and inservices and program evaluation of Health Programs in assigned department. The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.

Requirements

  • Knowledge of federal, state and county laws, rules, regulations, policies, practices and procedures related to Public Health and Community Health program and service provision.
  • Knowledge of Health Program issues in geographical area.
  • Knowledge of federal, state and county laws, rules, regulations, guidelines related to safety and health practices and procedures.
  • Knowledge of program management and administration methods, practices and procedures.
  • Knowledge of customer service/public relations methods, practices and procedures.
  • Knowledge of research, analysis, and development of grants, contracts and resolutions.
  • Skill managing Health Department programs and services in compliance with all applicable guidelines.
  • Skill prioritizing, scheduling, assigning, reviewing and evaluating work.
  • Skill implementing and providing oversight to health programs and services to the indigent, underserved and homeless populations within Hamilton County.
  • Skill utilizing verbal and written communication in the development of reports, presentations, policies, contracts and resolutions.
  • Skill mediating differences and negotiating contracts and agreements.
  • Skill utilizing customer service/public relations techniques responding to inquiries and complaints.
  • Skill establishing and maintaining effective working relationships.
  • Skill effectively communicating in both oral and written form.
  • A Bachelor’s Degree in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with five (5) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.
  • A valid driver’s license is required.
  • An Associate’s Degree in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with seven (7) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.
  • A valid driver’s license is required.
  • The equivalent a high school diploma and nine (9) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.
  • A valid driver’s license is required.

Nice To Haves

  • A Master’s Degree is preferred in Public Health, Nutrition, Statistics, Nursing, Early Childhood Education, Behavioral Health, Health Care Administration, Social Services, or closely related field with three (3) years of health program experience in area of assignment, one (1) year of which must be in an administrative, supervisory capacity.
  • A valid driver’s license is required.

Responsibilities

  • Interviews and recommends hires in conjunction with director; prioritizes, schedules, assigns, reviews and evaluates work; approves annual and sick leave, authorizes mileage and travel expense forms; trains and motivates employees; provides guidance and problem solving with employees; authorizes time sheets and career development request forms; provides corrective action plans and disciplinary actions in conjunction with director.
  • Manages and oversees assigned grant(s) and programs and fills in during staffing vacancies.
  • Monitors contracts and agreements, and ensures compliance of programs, services and projects.
  • Identifies funding opportunities and assist with grant proposals and applications.
  • Create and prepare county, state and federal reports as required; Completes and monitors budgets for multiple programs, approves requests for purchases and disbursement of funds, and prepares financial reports.
  • Performs other duties as assigned.
