The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing (HSH) seeks to fill an emergency Health Program Manager II vacancy with an excellent candidate who will serve as HSH’s Equity and Cultural Care Officer (ECCO). The ECCO will provide executive leadership for Anti-Racism, Diversity, and Inclusion (EDIA) initiatives, embedding equity into organizational strategy, decision-making, and performance outcomes. This role will partner across the organization and with community stakeholders to advance evidence-based, measurable equity improvements while fostering a culture of collaboration and engagement with internal and external stakeholders. The ECCO will translate community-led designs into a responsive and accountable public system, embedding cultural sensitivity, equitable education, and inclusive practices across operations. Through evidence-based frameworks, accountability measures, and robust community engagement, the ECCO will drive continuous improvement aligned with HSH’s core values of equity, transparency, and collaboration. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Health Program Manager II.

Requirements

  • A Bachelor's degree from an accredited college or university in a discipline related to the core business function of the department – AND – Three (3) years of experience at the level of the Los Angeles County class of Health Program Manager I.
  • A Bachelor's degree from an accredited college or university in a discipline related to the core business function of the department – AND – Five (5) years of experience at the level of the Los Angeles County class of Health Program Analyst III, which must have included supervising analyst staff.
  • A Master's degree in a discipline related to the core business function of the department will be accepted for one (1) year of the required experience.
  • Experience at the level of the Los Angeles County class of Health Program Manager I is defined as having immediate charge of a medium-sized public health program or comparably-sized segment of a large public health program within the Department of Public Health.
  • Experience at the level of the Los Angeles County class of Health Program Analyst III is defined as supervising a team of analysts and other technical and support personnel providing technical and consultative services to the management of a program; or overseeing a small Countywide health program.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Nice To Haves

  • Experience working for a public homelessness services agency providing direct field-based services, such as LAHSA, within the last 6 months.
  • Experience leading or significantly contributing to organization-wide strategic planning and governance efforts, including advising executive leadership on program priorities, risks, and operational decision-making.
  • Experience developing and implementing performance measurement systems, including tracking outcomes, analyzing data, and using findings to inform program improvements, with an emphasis on equity or reducing disparities.
  • Experience developing or overseeing policies and compliance processes, assessing organizational risk, and communicating program information to stakeholders, including the public, governing bodies, or community partners.

Responsibilities

  • Leads the planning, implementation, and evaluation of equity, engagement, diversity, inclusion, and anti-racism initiatives at the enterprise level.
  • Partners with executives to embed equity and engagement into strategy, performance management, decision-making, and operations, reinforcing accountability across departments.
  • Develops and executes system-wide strategies and work plans, ensuring alignment with departmental priorities, funding requirements, and regulatory guidelines.
  • Integrates equity strategy into multi-year budgeting, funding allocations, performance-based contracting, capital planning, program inventory, and fiscal tracking; identifies resource needs and funding opportunities.
  • Leads equity assessment and reporting in collaboration with data, analytics, and evaluation teams to identify disparities, conduct policy impact reviews, and guide evidence-based, community-informed interventions.
  • Develops reporting mechanisms, real-time dashboards, and public-facing tools that integrate quantitative metrics with qualitative lived-experience data, including surveys and targeted data collection for vulnerable populations.
  • Establishes monitoring processes, enabling real-time course correction, and refinement of strategies to achieve EDIA objectives.
  • Advises leadership and governing boards on risk exposure related to civil rights compliance, disparate impact, and equity performance gaps.
  • Leads equity-centered workforce engagement and development to strengthen engagement, belonging, retention, and alignment with HSH’s mission.
  • Implements staff engagement, recognition, and educational initiatives addressing equity, diversity, anti-racism, systemic inequities, disabilities, and historical trauma.
  • Supervises and directs staff and consultants, providing guidance, training, and technical assistance on equity-focused practices, cultural competency, and program implementation.
  • Coordinates stakeholder engagement efforts, including collaboration with community-based organizations, public agencies, and impacted populations to inform program design and service delivery.
  • Develops and implements policies, procedures, and program guidelines to ensure compliance with applicable laws, regulations, and funding requirements, while advancing equitable practices.
  • Prepares reports, presentations, and briefings for leadership, governing bodies, and external stakeholders, translating program data and outcomes into actionable recommendations.
  • Monitors program performance and resource utilization, identifying areas for improvement and implementing strategies to enhance effectiveness, efficiency, and equitable service delivery.
  • Conducts legal and institutional risk assessments to evaluate disparate impact exposure, compliance vulnerabilities, and risks affecting workforce practices, client care, funding structures, and community trust.
  • Implements mitigation strategies to reduce liability, prevent inequities, strengthen defensibility of equity-centered programs, and reinforce accountability through proactive risk management.
  • Leads equity communications and reporting in partnership with communications and public relations teams, implementing messaging strategies, coordinating community engagement, and ensuring transparency of goals and progress.
