About The Position

The State of Connecticut Department of Consumer Protection (DCP) invites current State of CT employees to apply for the position of Health Program Associate within the Drug Control Division. The Drug Control Division works to protect the health and safety of Connecticut residents by regulating all persons and firms involved in the distribution of all legal drugs, medical devices and cosmetics in Connecticut. The Division oversees Connecticut licensing for pharmacies, pharmacists, controlled substance providers and laboratories, pharmacy technicians, manufacturers and wholesalers of drugs, cosmetics and medical devices. The Drug Control Division is also responsible for the Prescription Monitoring Program.

Requirements

Current State of Connecticut employee.
At least six (6) months of full-time service or full-time equivalent service.
Seven (7) years of professional experience in a health organization.
One (1) year of the General Experience must have been in health care program administration, a health systems agency or other health care organization in at least one of the following areas: grant writing or monitoring; formal program planning, development, management or evaluation; program consultation; public relations activities.
Considerable knowledge of purposes, plans, objectives and programs of public health agencies including changing patterns of preventive medicine and environmental health; relationships between risk factors and evidence of health problems; changing aspects of social-medical philosophies.
Knowledge of research and evaluation design methodologies; state and community organizations and programs involved in field of public health and medical care.
Considerable interpersonal skills; oral and written communication skills.
Considerable ability to plan, organize and direct a complex technical program.
Ability to analyze, evaluate and interpret data; lead and train staff.

Nice To Haves

Experience in managing a statewide health program, including formal program planning and management.
Experience interpreting state statutes and regulations.
Experience analyzing, evaluating, linking, and interpreting public health metrics, data registries, or healthcare compliance data.
Experience supervising and mentoring professional staff.
Experience writing federal grant applications, contract language, and program reports.

Responsibilities

Coordinate and manage the federal Department of Justice (DOJ) grant application process and all other activities associated with the grant.
Develop budgets for statewide programmatic, grant, and contract activities and personnel.
Plan or assist in the development and implementation of all statewide programmatic, grant, and contracts activities and personnel.
Prepare quarterly and annual progress reports for all statewide programmatic, grant, and contractual activities and personnel.
Attend national or regional DOJ meetings.
Work with other federal, state, or local organizations/groups on reducing prescription drug abuse.
Assist in drafting or revising the Prescription Monitoring Program legislation and/or regulations.
Conduct presentations on reducing prescription drug abuse and how to use the Prescription Monitoring Program data management system.
Assist and lead in the distribution and monitoring of work assignments to other program staff.
Perform other related duties as required.
Serve as regional coordinator for a statewide health program or project with responsibility for developing and maintaining appropriate programs, projects and liaisons in their assigned regions.
Participate in planning, organization and implementation of a statewide health program by having responsibility for major components of program such as staffing, work assignment and distribution decisions.
Initiate and oversee public relations efforts.
Establish and maintain relationships involved in program within agency and with other state, community or public agencies.
Assist division head in expediting program.
Prepare comprehensive reports on planning and progress of program.
Develop objectives so program functions within cost estimates.
Analyze, evaluate and interpret data.
Advise and participate in formulation of task forces within or outside agency and coordinate activities so program is successfully accomplished.
Work with federal, state and community agencies on new, proposed or revised programs to clarify or develop objectives, determine method of integrating programs in agency operations and establish cost estimates.
Provide technical assistance to community agencies.
Assist in drafting of legislation and regulations.
Gather fiscal and programmatic data on programs and participate in planning budget and programmatic aspects of program.
May also be assigned to conduct health planning, program monitoring and grants management for particular programs.
May be involved in approval of grants or projects.
May speak publicly about program issues and develop information for public distribution.
