About The Position

The State of Connecticut, Department of Consumer Protection (DCP) is accepting applications from current state employees for a Health Program Assistant 2 in Hartford, CT. This position offers professional growth and development opportunities and a healthy work/life balance. The role is first shift, full-time (40 hours per week), Monday - Friday, but may include some nights and weekends. The location is 450 Columbus Boulevard in Hartford, with potential for hybrid schedules (office/telework). A valid driver's license is required and must be maintained. The mission of the DCP is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department includes divisions that regulate various industries, with the Cannabis Control Division specifically overseeing compliance and enforcement of laws related to hemp, Adult-Use Cannabis, Medical Marijuana, and infused beverages in Connecticut. This includes licensing, inspections, and investigations.

Requirements

  • Current State of CT employee with at least six (6) months of full-time service or full-time equivalent service
  • Specify qualifications on application
  • List earned credits and degrees from accredited institutions accurately on application
  • If institution of higher learning is outside the U.S., provide documentation from a recognized USA accrediting service specializing in determining foreign education equivalencies
  • Six (6) years of experience in a professional capacity in a health organization
  • One (1) year of the General Experience must have been in health care program administration, a health systems agency or other health care organization in at least one of the following areas: grant writing or monitoring; formal program planning, development, management or evaluation; program consultation.
  • For state employees, one (1) year as a Health Program Assistant 1 may substitute for the General and Special Experience.
  • Knowledge of purposes, plans, objectives and programs of public health agencies including the changing patterns of preventive medicine and environmental health
  • Knowledge of the changing aspects of socio-medical philosophies
  • Knowledge of state and community organizations and programs involved in the field of health
  • Considerable interpersonal skills
  • Oral and written communication skills
  • Ability to conduct independent research, develop and gather data
  • Valid driver's license

Nice To Haves

  • Experience preparing and distributing educational materials to the public and advocacy groups throughout the state.
  • Experience working with federal, state or local organizations on a specific workgroup, committee or project.
  • Experience collecting and reviewing program data for the purposes of analyzing and evaluating outcomes.
  • Experience utilizing CAVU eLicense system or the Department of Administrative Services BizNet system.
  • Experience with establishing and developing collaborative relationships across state, healthcare, or community partners.

Responsibilities

  • Developing and implementing community based social marketing and public education strategies
  • Assists in the preparation of program objectives and evaluations of program results
  • Assisting in the preparation and submission of agency reports and/or budgets
  • May serve as a liaison between the program or project
  • Assisting in processing patient and caregiver registration certificates
  • Responding to registrant and/or industry inquires
  • Preparing and distributing informational materials to key stake holders
  • Collaborating with Bureau of Information Technology Solutions to identify and correct system issues related to the Department’s registration certificate system
  • Performing related duties as required
  • Gathers fiscal, programmatic, census and other kinds of needed data from complex calculations and interpretations
  • Reviews program grants requests and monitors fiscal and programmatic performance of grants using agency regulations and guidelines
  • Monitors programs using site visits when necessary
  • Prepares information for public distribution
  • May serve as staff to a task force or committee
  • May answer general informational questions for the public
  • May assist in epidemiological investigations
