About The Position

The State of Connecticut, Department of Consumer Protection (DCP) is hiring for a durational Health Program Assistant 2 in the Drug Control Division. This position is funded through September 2028 with an opportunity to extend. The role involves managing public health surveillance reporting requirements, coordinating the Prescription Monitoring and Reporting Program data, preparing data for public distribution, conducting presentations, assisting with budget development, and developing/implementing program objectives. The Drug Control Division protects Connecticut residents by regulating the distribution of drugs, medical devices, and cosmetics, and oversees licensing for various healthcare professionals and facilities, including managing the Prescription Drug Monitoring Program (PDMP).

Requirements

Current State of CT employee with at least six (6) months of full-time service or full-time equivalent service
Six (6) years of experience in a professional capacity in a health organization
One (1) year of the General Experience must have been in health care program administration, a health systems agency or other health care organization in at least one of the following areas: grant writing or monitoring; formal program planning, development, management or evaluation; program consultation.
Knowledge of purposes, plans, objectives and programs of public health agencies including the changing patterns of preventive medicine and environmental health; the changing aspects of socio-medical philosophies; state and community organizations and programs involved in the field of health
Considerable interpersonal skills
Oral and written communication skills
Ability to conduct independent research, develop and gather data

Nice To Haves

Experience analyzing, evaluating, linking, and interpreting public health metrics, data registries, or healthcare compliance data
Experience interpreting state agency statutes and regulations
Experience with federal grants and state contracts including writing reports and activity updates
Experience working with healthcare practitioners and professionals
Experience with health information technology

Responsibilities

Manage DPH, DCP and the Centers for Disease Control and Prevention cooperative agreement public health surveillance reporting requirements evaluating opioid use and opioid-related morbidity
Coordinate and manage the Prescription Monitoring and Reporting Program data development, analysis and all other activities associated with current and future program data elements reporting
Prepare data and related information for public distribution
Conduct presentations on prescription drug data collection and analysis, and how to understand Prescription Monitoring Program data
Assist in developing budgets for statewide programmatic, grant, and contract activities
Assist in the development and implementation of all prescription monitoring and reporting statewide programmatic, grant, and contracts objectives and evaluation of activities results
Assist in preparing quarterly and annual progress reports for all statewide programmatic, grant, and contractual activities and personnel
Attend state, national or regional meetings concerning prescription drugs reporting and monitoring activities
Serve as staff to state or federal committee or workgroup for prescription drug data collection, analysis and its applied use
Work with other federal, state, or local organizations/groups on reducing prescription drug abuse through means of prescription drug data analysis and collection
Provide customer service to licensed prescribers, dispensers and other professionals involved in prescription drug activities
Perform other related duties as required
