About The Position

This position is responsible for the overall planning, organization, direction, coordination, and administration of a health program. The role involves administering the provisions of laws, rules, and regulations, and ensuring adherence to grant and contractual agreements. The Health Program Administrator works under administrative direction with considerable latitude for independent judgment and initiative, with work reviewed for conformance to established guidelines. The position also involves planning, organizing, coordinating, directing, and supervising a professional, technical, and clerical subordinate staff.

Requirements

  • Thorough knowledge of the principles, practices, and techniques of health program administration.
  • Ability to apply knowledge in the overall planning, organization, direction, coordination, and administration of a health program.
  • Ability to evaluate the efficiency and effectiveness of a health program to meet public needs.
  • Ability to direct and supervise a subordinate professional, technical, and clerical staff engaged in a health program.
  • Ability to develop a health program budget and monitor fiscal activities.
  • Ability to establish and maintain effective working relationships with superiors, associates, subordinates, state, federal, and local officials, and the general public.
  • Ability to prepare extensive statistical and written technical reports.
  • Possession of a Master’s Degree in Public Health, Public Administration, Business Administration, Hospital Administration, or any other comparable field of specialization.
  • Employment in a highly responsible position involving participation in the overall administration of a health program.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.

Nice To Haves

  • Knowledge of or previous experience with Federal and/or State policies regarding Medicaid Long-Term Services and Supports (LTSS), including but not limited to the 2014 HCBS Final Rule.
  • Intermediate to Expert knowledge of Microsoft products to include: Outlook, Word, Excel, PowerPoint, Teams, SharePoint.

Responsibilities

  • Responsible for the overall planning, organization, direction, coordination, and administration of a health program.
  • Administer the provisions of laws, rules, and regulations, and ensure adherence to grant and contractual agreements relating to the operation of health programs.
  • Responsible for the development and implementation of a health program budget and monitoring fiscal activities to ensure maximum efficiency of services.
  • Review federal and state statutes and regulations as they affect a health program within the department.
  • Recommend amendments or revisions of existing laws and regulations, and recommend new legislation and regulations relating to a health program.
  • Periodically review the various activities of a health program and evaluate their efficiency and effectiveness in meeting public needs.
  • Responsible for the formulation and implementation of standards, policies, and procedures of a health program to monitor progress and productivity.
  • Coordinate the overall activities of a health program with those of the Department of Health to improve the health of state citizens.
  • Attend meetings and conferences involving state, federal, and local officials, professionals, and the public concerning departmental programs and objectives.
  • Direct and supervise a subordinate professional, technical, and clerical staff engaged in various functions of a health program.
  • Maintain an effective liaison with other state departments and agencies.
  • Prepare extensive technical and statistical written reports relative to the program's activities.
  • Perform related work as required.
