Health Policy Analyst
About The Position
Colorado Access is seeking a Health Policy Analyst to support its mission of transforming communities through accessible and affordable healthcare. This role involves researching, analyzing, and developing policy positions related to state and federal legislation, regulations, and budget items. The analyst will contribute to external positioning, lead legislative tracking, and collaborate across the organization to define policy goals. A key aspect of this role is prioritizing an equity lens and expanding the policy focus to include social determinants of health such as housing and nutrition. The position also involves coordinating internal workgroups for policy analysis and preparing leadership for external engagements.
Requirements
- Master’s degree in social science, public policy, economics or public health required; or an equivalent combination of education and experience.
- Minimum of three years’ experience in health policy required.
- Excellent written, verbal and presentation skills with ability to write clear and concise documents.
- Demonstrates support for the company’s mission, vision and values.
- Excellent interpersonal, organizational and time management skills.
- Proficient with Microsoft Office (Excel, Access, Word and PowerPoint).
- A valid driver's license and proof of current auto insurance will be required for any position requiring driving.
Nice To Haves
- Experience working with Medicaid, ACA Marketplace, CHP+ policies and programs preferred.
- Work experience with a state or federal government, a foundation, a health carrier or policy research organization is highly desired.
- May be required to manage multiple priorities and projects with tight deadlines.
Responsibilities
- Conducts research, monitors, and analyzes various policy issues and concepts pertinent to Colorado Access, including review of state and federal legislation, regulations, and budget items.
- Develops position papers, memos, talking points, and other materials outlining COA programs and policy positions.
- Provides input on policy priorities and contributes to overall external positioning.
- Leads state and federal legislative and regulatory tracking to expand COA’s focus on commenting and advocacy.
- Engages with COA lobbying and policy consultants to solicit input on policy analysis and document development.
- Works in collaboration with all levels of the organization to evaluate and reach consensus on policy goals and objectives.
- Prepares and staffs senior leadership for their participation in policy coalitions, committees, and affiliated organizations.
- Prioritizes an equity lens throughout legislative, regulatory, and budget analysis and tracking; supports the expansion of policy and government relations work beyond traditional healthcare to include priorities related to housing, nutrition, and other social needs.
- Coordinates internal organizational workgroups focused on legislative and policy positions, including bill and budget analysis, meeting agendas, note taking, and follow-up.
