About The Position

The Health Plans Manager serves as the principal point of contact and strategic growth partner for Texas Farm Bureau (TFB) Health Plans, combining technical marketing expertise with strong relationship-building and consultative skills to drive product awareness, utilization, and adoption. This position designs and executes marketing initiatives while actively engaging with members, staff, the agency force, and external partners to influence decision-making, address needs, and promote health plan solutions. The role blends marketing strategy, field engagement, training and education, and performance analysis to support measurable business outcomes, sustained growth, and positive member experience.

  • Ability to gain and maintain proficient knowledge and/or certifications of Health Plan guidelines and applicable regulatory requirements, to include Health Insurance Portability and Accountability Act (HIPAA) training, and apply them effectively to marketing, outreach, and operational activities.
  • Proficiency in Microsoft 365 products to include Word, Outlook, PowerPoint, Excel, and Teams.
  • Proficient in using Adobe Creative Suite, Canva, and social media platforms to support marketing content creation, event promotion, and member engagement.
  • Ability to learn and train others on health care benefit software systems.
  • Valid Texas driver’s license and driving record that meets Certified Fleet Operator requirements.
  • Willingness to travel and work after regular business hours as needed.

Responsibilities

  • Create, manage, and execute all strategies and campaigns for the Health Plan program by working with vendors and collaborating with employees across Texas Farm Bureau and Affiliated Companies.
  • Oversee and manage all aspects of the Health Plan program including but not limited to: Strategic analysis and development of optimal promotional campaigns, in partnership with vendors and external stakeholders, to achieve Company goals; Data collection and reporting; Regulatory compliance; Customer service monitoring and issue resolution, with a focus on identifying systemic improvements and growth barriers; Communication with staff in other state Farm Bureau’s that offer Health Plan products.
  • Act as the visible ambassador and advocate for TFB Health Plans by promoting the value of TFB membership and encouraging adoption through presentations, conversations, and field engagement.
  • Represent the Health Plans program as a principal point of contact between Farm Bureau (FB) Health Plans and Texas Farm Bureau and Affiliated Companies.
  • Design and execute marketing initiatives that engage prospective and current members across target audiences.
  • Recommend budget allocation, campaign prioritization, and performance adjustments to leadership.
  • Promote Texas Farm Bureau Health Plans at events, meetings, and community activities to increase plan utilization and support TFB membership growth.
  • Develop or customize resources, tools, and materials, leveraging externally developed assets as appropriate, to educate members on health care options and support informed decision‑making.
  • Ensure all marketing campaign initiatives and designs meet Centers for Medicare & Medicaid Services (CMS) and State Guidelines.
  • Maintain current and accurate inventory of marketing support materials and coordinate the creation of new materials when necessary.
  • Own performance outcomes for TFB Health Plan marketing initiatives.
  • Analyze utilization and value metrics for TFB Health Plans to assess effectiveness and identify opportunities for improvement.
  • Develop and maintain feedback loops between internal and external stakeholders to evaluate and improve promotional campaigns.
  • Proactively monitor emerging trends within the insurance and marketing industry.
  • Provide reports and insights to leadership to support decision‑making and drive adjustments to strategy, messaging, and field engagement.
  • Set up and manage tracking system(s) of outreach activities, promotional campaigns, events, e-marketing and subscriber lists, referrals, member interactions and other relevant information.
  • Train staff on required health care benefit software systems and related tools.
  • Manage and resolve member issues and concerns related to TFB Health Plans in a timely and professional manner.
  • Work with appropriate staff to ensure timely and accurate completion of application processes.
  • Serve on committees or task forces as assigned by leadership.
  • Build and maintain excellent working relationships with internal teams, external partners, and community organizations.
  • As the primary advocate for the TFB Health Plans, build and maintain an excellent working relationship with the brand team to uphold brand standards, visual brand language, voice, and tone.
  • Support the mission and strategic objectives of Texas Farm Bureau.
  • Deliver projects by the appropriate deadline, within scope, and within budget.
  • Travel as required to attend events, meetings, and training sessions during and after normal business hours.
