About The Position

This position is part of Access and Outreach, a section within Public Health's Community Health Services (CHS) division. CHS strengthens King County’s safety-net by ensuring access to equitable, culturally responsive, and high-quality health services. The Access and Outreach team strives to break down barriers and improve access to healthcare services by offering direct in-person and telephone support in addition to networking with community-based organizations to promote education and outreach for targeted populations that historically have the worst health outcomes. Our goal is to ensure that everyone has access to care and knows how to get it. This position assists clients in explaining insurance and available options, applying and enrolling into Washington Apple Health, Qualified Health Plans, Orca Lift, public assistance offered through DSHS, and other assistance programs available to King County residents. As a healthcare insurance navigator II, this person will also provide technical assistance in support of King County's navigator network and provide community outreach and education to help reduce disparities relating to healthcare access. Requirements

  • Must have current Healthcare Navigator Certification verified through WA Health Benefit Exchange (exception for current Public Health employees).
  • Able to travel to outreach locations with set up materials.
  • Experience working in the healthcare system.
  • Experience working with underserved communities.
  • Willing and able to work some evenings and weekends.
  • Current Washington State Driver License
  • Employees are required to protect the privacy and security of protected health information as defined in State and Federal Law.
  • Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
  • Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
  • Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
  • When Public Health responds to an emergency, and in accordance with relevant CBA language and/or KC policy and procedures, we may assign duties outside your regular job description. This may involve responding at any time, including nights and weekends, with possible deployment to locations other than the department.

Responsibilities

  • Facilitate enrollments onto Washington Apple Health and Qualified Health Plans.
  • Determine if clients are eligible for traditional Medicaid and other qualifying programs through the Department of Social and Health Services (DSHS).
  • Process re-enrollments, monitor client accounts for changes, updates, and correspondence.
  • Provide referrals to applicants to appropriate additional resources and programs.
  • Participate in outreach events to raise awareness of the availability of Washington Apple Health coverage and Qualified Health Plans.
  • Collaborate with other clinic staff members to identify areas of opportunity for outreach and enrollment services.
  • Educate and provide information in a manner that is culturally and linguistically appropriate to the needs of clients.
  • Provide enhanced technical assistance to the current Healthcare Navigators and healthcare brokers in King County.
  • Ensure the proper escalation of issues to the Exchange.
  • Identify underserved populations and develop partnerships and strategies that will address the needs of each community.
  • Develop culturally appropriate outreach materials with the support of program staff and conduct community-based trainings.
  • Assist program staff with reviewing and translating materials.
  • Create and maintain the websites for outreach and enrollment programs.
  • Assist in organizing community health fairs and enrollment events.
  • Perform other duties as assigned.
