About The Position

Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced Project Manager II to support a large-scale Federal Health IT program modernizing the Electronic Health Record (EHR) for the Indian Health Service (IHS). The Project Manager II will work closely with Federal Leads, project teams, Subject Matter Experts (SMEs), PMO Operations, and other vendors to plan and coordinate projects, maintain integrated schedules, manage risks and dependencies, and ensure initiatives remain aligned with program priorities. This role is well suited for a hands-on Project Manager who can bring structure to complex initiatives, facilitate productive stakeholder discussions, and translate project activities into clear, actionable plans and schedules.

Requirements

PMP certification required.
Bachelor's degree required.
6–10 years of project management experience.
Demonstrated experience managing complex projects involving multiple stakeholders and cross-functional teams.
Experience developing and maintaining detailed project plans and schedules.
Strong understanding of project dependencies, milestones, risks, issues, and change management.
Demonstrated ability to facilitate stakeholder meetings and drive action items through completion.
Strong written and verbal communication skills with the ability to communicate effectively across project teams and leadership.
Ability to organize complex information, identify gaps, and translate stakeholder input into actionable project plans.
U.S. Citizenship Required.
Must have the ability to obtain and maintain the required Government security clearance and/or suitability determination, as applicable to the contract.

Nice To Haves

Experience supporting Federal Government programs or customers.
Experience working within a PMO or similarly structured program environment.
Experience supporting complex technology, digital transformation, or Health IT initiatives.
Familiarity with Integrated Master Schedules (IMS) and managing dependencies across multiple projects or workstreams.
Experience working with Federal Leads, technical teams, operations teams, and Subject Matter Experts.

Responsibilities

Manage and coordinate multiple projects and cross-functional initiatives from planning through execution.
Develop, baseline, and maintain detailed project schedules using a Work Breakdown Structure (WBS).
Partner with Federal Leads and project teams to define activities, milestones, sequencing, dependencies, predecessors, successors, and timelines.
Monitor project progress against established schedules and milestones and maintain visibility into delays, dependencies, and potential downstream impacts.
Identify project risks, issues, schedule conflicts, and gaps; develop mitigation approaches and escalate concerns when appropriate.
Facilitate recurring project and stakeholder meetings, including agenda development, discussion facilitation, decision tracking, action items, and follow-up.
Translate stakeholder discussions and decisions into clear project plans, schedule updates, and actionable next steps.
Coordinate across project teams, SMEs, PMO Operations, and other Project Managers to manage cross-functional dependencies.
Maintain alignment between individual project schedules and the broader Integrated Master Schedule (IMS).
Document and manage schedule changes and follow established change-control processes when changes exceed agreed-upon thresholds.
Monitor project scope and timelines to help minimize scope creep and maintain alignment with project objectives.
Provide clear, timely visibility into project status, milestones, risks, dependencies, and schedule performance.
Build effective working relationships with Federal stakeholders, client leadership, internal teams, and cross-functional partners.
Apply project management best practices and sound judgment to help teams resolve issues and maintain project momentum.
