About The Position

This position supports the development and implementation of Oregon’s Rural Health Transformation Program (RHTP) Data and Reporting Program. The Health Care Research Analyst will analyze data from internal and external sources to support program monitoring, reporting, evaluation, and compliance with CMS requirements. Responsibilities include supporting quarterly and annual reporting to CMS, developing and implementing data collection methods, conducting analyses, preparing reports and data visualizations, and establishing processes to ensure data quality and validity. The role involves participating with Information Systems staff in planning, designing, and implementing new or enhanced information systems, writing computer report generator language or using software packages to retrieve, edit, and tabulate data, designing databases, studying and analyzing data to arrive at logical conclusions, and writing programs to use statistical procedures. Additionally, the position involves reviewing narrative and statistical information, writing summary reports and articles, explaining the significance of trends, preparing statistical reports, and explaining their significance. The analyst will also serve as a technical consultant, explaining research data to various stakeholders, preparing written responses to outside requests for information, providing technical expertise, and preparing and delivering presentations on research findings. Project coordination includes planning and coordinating work with other research staff, providing technical direction, verifying data accuracy, and leading and coordinating major research projects or survey programs with cross-functional teams. This position is funded through the RHTP grant and is limited duration, with a possibility of renewal.

Requirements

• A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports; OR Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Nice To Haves

• Proven experience in analyzing health care data and translating complex findings into clear, actionable information using written reports, presentations, charts, graphs, dashboards, and other data visualizations.
• Advanced proficiency in SQL and statistical or quantitative analysis software such as R or SAS, including the ability to develop scripts or macros to automate data extraction, compilation, and analysis.
• Demonstrated ability in developing and monitoring performance metrics, dashboards, scorecards, and other tools used to evaluate programs and communicate results.
• Extensive knowledge of health care delivery, health policy, health care finance, Medicaid and Medicare programs, and health care reform, with the ability to apply that knowledge to research and program evaluation.
• Proven track record of managing multiple, competing priorities; organizing complex analytical projects; and delivering accurate, timely work in a dynamic environment.
• Strong collaboration skills with a track record of working effectively with program staff, analysts, leadership, and partners to develop research, evaluation, data, and reporting products.
• Demonstrated ability to communicate complex technical and analytical information clearly and effectively to both technical and non-technical audiences, while promoting a culturally responsive and inclusive work environment.
• Demonstrated expertise in health care policy and program evaluation, including the design and implementation of qualitative, quantitative, and mixed-method evaluation methodologies.
• A Master’s degree in Public Health, Public Administration, or a closely related field demonstrating the knowledge and skills required for this position.
• Experience working with healthcare administrative claims data, particularly Medicaid data.
• Experience in Oregon state government or other public sector organizations.
• Experience with Smartsheet and Adobe.

• Prepare written responses to outside requests for research information.
• Provide technical expertise and specialized information on request to Information Systems staff, agency personnel, and other agencies.
• Prepare and deliver presentations to various units of the agency, community groups, and others to report research findings, current statistics, or other information.
• Plan and coordinate work with other research staff engaged in gathering, compiling, and analyzing information and data.
• Provide technical direction for staff and verify the accuracy, validity, and completeness of data.
• Lead and coordinate major research projects or survey programs.
• Coordinate projects that include broad cross-functional team members.
