About The Position

This home-based (remote) position is open to Washington residents and those living in Oregon and Idaho only. Work may be performed remotely or from our office located in Tumwater, WA, based on the employee’s preference. Field work throughout Western Washington is required and is expected to comprise approximately 30% of work time. This position requires in-person attendance and travel to various locations within the region to conduct reviews and audits of documents and perform investigations. When not traveling for work, the incumbent may work from a DOH facility or alternate location. The Opportunity This Health Care Investigator 3 position supports the Department’s Mission to protect and improve the health of people in Washington State by providing timely and thorough investigations into allegations of misconduct of licensed healthcare professionals, practice reviews, and inspections of selected regulated healthcare facilities. The Office of Investigative and Legal Services (OILS) implements the discipline procedures for health and health-related professionals and businesses as required under the Washington Uniform Disciplinary Act, RCW 18.130 (UDA).

Requirements

Option 1: Eight (8) years of experience as an investigator with a criminal justice or regulatory agency, or corporate entity, which must include three (3) or more years of field experience preparing evidence, interviewing witnesses, and respondents or suspects.
Option 2: Two (2) years of experience as a Health Care Investigator 2.
After a conditional offer of employment, a criminal history background check will be conducted.

Nice To Haves

Bachelor’s degree in criminal justice, a health discipline, or related field.
Demonstrated knowledge, ability, and experience applying state laws, including the Uniform Disciplinary Act and Washington Administrative Procedure Act.

Responsibilities

Review and interpret guidance, policies, rules, and statutes (such as Title 18.130 RCW, the Uniform Disciplinary Act, and the medical marijuana consultant program) to determine the scope of a complaint.
Write and adapt comprehensive investigative plans based on allegations, identifying necessary facts, evidence, witnesses, and sequential steps.
Receive assignments from supervisors and coordinate investigative tactics using senior-level expertise.
Conduct on-site interviews with respondents, complainants, and witnesses in homes, offices, healthcare facilities, and other establishments statewide.
Collect, preserve, and investigate information gathered through observation, document reviews, and health care, business, government, or financial records.
Audit medical, billing, business, and financial records, while strictly documenting all contact with involved parties.
Write and serve subpoenas and notices of intent to subpoena to compel witness attendance or record production.
Conduct independent, on-site practice reviews and audits within office settings using specific checklists.
Inspect worksites for sanitary conditions and infection control methods against regulations.
Formally serve orders issued by disciplining authorities, including cease and desist notices, suspensions, and revocations.
Coordinate multi-unit and multi-agency investigation efforts with peers regarding complex healthcare issues.
Obtain official investigative reports, supporting documents, charging records, and court records.
Participate directly in the execution of search warrants when necessary.
Participate in administrative hearings and court proceedings to provide expert testimony.
Prepare, organize, and write objective, logical investigative reports using approved templates to support administrative actions.
Create written reports reflecting the results of compliance reviews, audits, and physical inspections.
Log all activities into the office database and maintain accurate timekeeping records for billable hours.
Investigate the highest priority health profession complaints and provide technical support to those requesting information regarding the healthcare professions.
Participate in HSQA and OILS work groups as a subject matter expert and assist in policy and procedure development.
Mentor lower-level healthcare investigators.
