Provides strategic leadership and direction for the Office of Safety and Security, including long- and short-term planning, program development, and continuous assessment. Oversees campus-wide security and emergency preparedness programs to ensure a safe and secure environment for students, faculty, staff, and visitors. Develops, updates, and implements the College’s Emergency Response Plan and related emergency management protocols. Ensures alignment of campus emergency procedures with University of Hawaii System requirements, the National Incident Management System (NIMS), and applicable federal, state, and county regulations. Serves in a leadership role within the campus Incident Command structure during emergencies and critical incidents. Plans, coordinates, and evaluates emergency drills, exercises, and actual incident responses to strengthen campus preparedness and continuity of operations. Coordinates building evacuations and manages emergency scene operations, including facility re-entry procedures. Develops and delivers campus safety and emergency preparedness training and educational programs. Establishes, reviews, and updates safety, security, and operational policies and standard operating procedures to ensure compliance with federal and state laws, including the Jeanne Clery Act. Oversees environmental health and safety programs, including occupational safety, fire safety, hazardous materials management, and related regulatory requirements. Manages and maintains campus security infrastructure, including surveillance systems, alarm systems, emergency communication systems, security vehicles, and related equipment. Oversees the hiring, supervision, training, and performance management of University Security Officers and contracted security personnel. Manages the department’s budget and fiscal resources to ensure responsible and effective use of funds. Serves as liaison with campus departments, UH System offices, IT services (including cybersecurity coordination), and external agencies such as law enforcement, fire, and emergency medical services. Oversees incident reporting, crime statistics, regulatory reporting, investigations, and official communications related to campus safety and security; represents the department on campus committees and community partnerships.
