Requirements

  • Knowledge of electricity, mechanics, physics, and power systems associated with the transmission, distribution, and retailing of power.
  • Knowledge of training technology to design and develop training programs.
  • Good knowledge of English, both written and oral, for writing training material and reports, and interacting with students, instructors, consultants, and clients.
  • Field experience in appropriate technical areas to develop expertise in practical aspects of occupations, related equipment, materials, methods, procedures, and safety practices.
  • Experience in determining training needs, developing appropriate training solution designs and techniques, implementing appropriate training responses, assessing trainee performance and capabilities, and evaluating program cost effectiveness.
  • Familiarity with divisional policies and practices and applicable federal and provincial regulations.
  • Experience in a supervisory capacity.
  • Completion of Grade XII plus 3 years' further concentrated study.
  • Over 8 years and up to and including 10 years of experience.

Responsibilities

  • Supervise staff engaged in the design and development of training programs.
  • Plan, schedule, organize and assign work to ensure quality, accuracy, and timeliness.
  • Provide advice, guidance, and direction to staff, setting clear expectations and performance measures.
  • Lead through demonstration and respond to staff requirements to achieve targets and quality objectives.
  • Make recommendations on human resource issues, including career counselling, hiring, discharge, discipline, and resolving work performance problems.
  • Operate and administer a work program to develop, maintain, and deliver training programs for technical and trades staff, management supervisors, and M&P staff, related to electricity transmission, distribution, and retailing.
  • Develop new information resources by applying training theory, technical resources, directives, standards, policies, and regulations.
  • Prepare written documents and reports, analyze performance problems and training requirements, and recommend new or revised programs, methods, training manuals, and reference materials.
  • Ensure efficient operation of training programs through scheduling, budgeting, preparing special reports and projects, purchasing, and ensuring cost and control effectiveness.
  • Provide decisions on improving staff performance, examining capabilities, identifying problems and causes, and determining solutions (e.g., training, job aids) through consultations and analysis techniques.
  • Determine who should be trained for what tasks, where learning should take place, and when learning should occur.
  • Liaise with clients to ensure training objectives are relevant to on-the-job requirements.
  • Collaborate with clients in conducting task analyses to adopt appropriate training methods and programs.
  • Formulate performance objective and criterion tests for all training modules.
  • Determine how tests will be made and how field assignments will be monitored.
  • Monitor training results through evaluation activities and assess the achievement of training objectives.
  • Develop and maintain training evaluation vehicles to measure trainee reaction, acquired knowledge, acquired skills, and on-the-job results.
  • Develop self-supporting lesson plans with a focus on trainee interaction and self-pacing techniques.
  • Prepare and issue confidential reports on students' performance and capabilities.
  • Evaluate students' performance according to established criteria.
  • Evaluate courses for effectiveness and efficiency.
  • Report results of investigations and assessments and make recommendations to appropriate line management.
  • Make presentations on all aspects of training to Line Management and functional groups at conferences, workshops, and seminars.
  • Perform other duties as required.
