About The Position

The Massachusetts Port Authority (Massport) is seeking a Head of Strategic HR Business Partnerships to join their dynamic organization. The ideal candidate will navigate ambiguity, build trust, lead with integrity, foster high-performing teams, advance accountability and inclusion, and drive data-informed solutions to enhance organizational effectiveness and employee experience.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field; advanced degree preferred, reflecting a strong academic foundation in strategic HR leadership.
  • 15+ years of progressive HR experience, including senior leadership roles, with demonstrated success partnering with executive teams to drive organizational strategy, talent initiatives, and large-scale change.
  • Proven ability to lead and develop HR Business Partner teams within complex, matrixed environments, including strong expertise in employee relations and experience in unionized settings.
  • Strong executive presence and strategic capability, with deep expertise in organizational effectiveness, workforce planning, change management, and data-driven decision-making, combined with sound judgment, discretion, and exceptional communication skills.

Responsibilities

  • Serves as a trusted strategic advisor to executive leadership, leveraging workforce analytics, business acumen, and deep HR expertise to shape organizational design, talent strategy, succession planning, and enterprise decision-making.
  • Leads and develops a high-performing HR Business Partnership function, establishing consistent service delivery models, strengthening consultative capabilities, and driving accountability and alignment across complex, multi-functional environments.
  • Drives enterprise-wide organizational effectiveness and change initiatives, partnering with Centers of Excellence to design scalable talent, leadership, and culture strategies that support transformation, engagement, and workforce readiness.
  • Provides strategic oversight of employee relations, risk management, and compliance, partnering with Legal and Labor Relations to ensure fair, consistent outcomes while fostering cross-functional collaboration and advancing organizational integrity and long-term success.
