About The Position

The Corporate Group serves as a strategic business partner Bank-wide, delivering innovative solutions and value-added resource and financial management to support the Bank's mission and objectives. Within this group, the Corporate Real Estate Function coordinates and administers all real estate operations for the Bank's 1.6 million square foot portfolio, including three owned assets with two 24x7 mission-critical facilities, ensuring operational safety, resiliency, and security through comprehensive planning, maintenance, and management of all facilities, infrastructure, and grounds. The Head of Property Management is responsible for leading all aspects of facilities operations and maintenance including electrical and mechanical engineering operations (heating, lighting, water, power, and cooling plant equipment) ensuring the Bank’s employees are provided with a safe, clean and positive work environment. and large-scale capital projects.

Requirements

  • 24x7 Critical Operations Management Experience: Demonstrated expertise managing mission-critical facilities that operate around the clock, particularly supporting essential infrastructure like data centers and operational resiliency systems that cannot experience service interruptions.
  • Large-Scale Commercial Property Management Expertise: Proven experience leading institutional-scale real estate portfolios (the Bank’s portfolio is 1.6M square feet valued at $565M-$2.2B), with responsibility for comprehensive facilities operations including electrical, mechanical, HVAC, and building infrastructure systems.
  • Regulatory Compliance and Building Codes Knowledge: Strong understanding of and ability to ensure compliance with NYC building codes (including LL97 decarbonization requirements), Federal regulations, OSHA standards, and life safety systems—all with fixed deadlines and substantial financial penalties for non-compliance.
  • Manage a complex Budget and Financial Management: Capability to manage substantial operational and capital budgets (approximately $60M operating budget annually, $80M combined), including detailed financial reporting, cost avoidance strategies, and stewardship of significant capital projects.
  • Lead Large, Diverse Teams and Vendor Networks: Demonstrated success leading and mentoring talent across complex organizations (approximately 65 staff + 35 contracted personnel across multiple locations), while managing relationships with critical maintenance vendors, consultants, construction contractors, and internal stakeholders at the Federal Reserve System level.
  • National Security Clearance - This position requires a National Security Clearance, access to which is limited to U.S. Citizens.
  • Candidates must undergo an enhanced background check, comply with all applicable information handling rules, and will be tested for all controlled substances prohibited by federal law, including marijuana, prior to hire and during employment.

Responsibilities

  • Protect National Security and Payment System Infrastructure: Ensures uninterrupted operation of facilities supporting the Federal Reserve System's critical functions, including 24x7 data center operations and Cash Services Operations that are essential to national payment system stability—directly impacting the strength of the U.S. economy and financial system security.
  • Safeguard Mission-Critical Business Continuity: Oversees property management operations that process over 25,000 work orders annually, maintaining critical building systems that support Markets operations, National IT data centers, Federal Reserve Financial Services (FRFS), and crisis management capabilities—any degradation directly threatens operational resiliency for the entire Federal Reserve System.
  • Ensures Safety and Compliance Across 1.6M Square Feet: Leads comprehensive safety risk assessments and regulatory compliance across a $565M-$2.2B portfolio, protecting the safety and security of Bank employees, customers, visitors, and tenants while managing complex requirements like NYC decarbonization mandates, life safety systems, and OSHA standards with substantial financial penalties at stake.
  • Drives Strategic Transformation and Innovation: Leads critical modernization initiatives including the Smart Buildings Program technology roadmap (driven by evolving information security threats), IWMS integration, and manages major transitions like CSC and EROC decommissioning—positioning the Bank for future operational efficiency while maintaining service excellence.
  • Steward Significant Financial Resources: Manages approximately $120M in combined operating and capital budgets with strategic oversight that avoids operational failures, prevents costly emergency contractor support, and enables efficient execution of the CRE strategic plan—demonstrating fiscal responsibility critical to the Bank's mission delivery.
