About The Position

BB&E is seeking a dynamic and detail-oriented Hazardous Waste Coordinator for an on-site position for our NASA Environmental Support Services (NESS) contract located in Greenbelt, MD and Wallops Island, VA. The on-site HAZARDOUS WASTE COORDINATOR will provide overall coordination and implementation of a comprehensive hazardous waste program including regulated and hazardous waste management for waste streams including hazardous waste, other regulated waste, used tires, and TSCA waste generated including waste construction and demolition in accordance with 40 Code of Federal Regulations (CFR) Parts 61, 260 through 279, and 761. Waste quantities include but are not limited to lab packs, drum waste, bulk solids and liquid wastes. The position provides comprehensive support for hazardous and regulated waste management, including but not limited to, hazardous waste labeling and markings, hazardous waste pick-up, on-site transportation, waste characterization profiles, sampling, classification, packaging, manifesting, and tracking of all waste management data from cradle-to-grave.

Requirements

  • Experience with 40 CFR Parts 260 – 268 and Part 279 requirements including Use Oil, Hazardous Waste Management System, Standards Applicable to Waste Generators, Transportation and Land Disposal Restrictions.
  • Ability to remotely manage waste generation activities at multiple geographically separate sites.
  • Experience performing “self lab pack” operations.
  • Experience with waste profile approvals.
  • Experience coordinating off site waste shipments with multiple generators.
  • Experience evaluating real and personal property identifying environmental liability and potential materials of concern.
  • Experience with material reclamation and precious metals recovery regulations.
  • Experience implementing hazardous materials and waste information systems in vastly different work environments.
  • U.S. Citizenship is required.
  • Ability to successfully pass a federal agency background check is required.
  • Adept at problem-solving, including being able to identify issues and develop solutions.
  • Exceptional program management skills and abilities.
  • Ability to lead and counsel employees, able to resolve difficult or sensitive matters.
  • Ability to communicate clearly, both written and orally.
  • Ability to effectively read and interpret information, present numerical data and skillfully gather and analyze information.
  • Ability to prioritize assignments to use time efficiently.
  • Dependable, able to follow instructions, and responsive to management direction.
  • Knowledge and experience of Federal Environmental laws and regulations.
  • Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
  • Proficiency using MS Office software including Excel, Word, and PowerPoint is required.
  • Highly motivated, with the ability to solve problems and function as a member of a team.
  • At least 3 years’ experience as a Hazardous Waste Coordinator.
  • A Bachelor of Science (BS) degree or higher in environmental science or environmental management is required.
  • Must be able to walk, sit, and/or stand for extended periods for multiple days/weeks.
  • Able to operate office equipment, including computers, copy machine, phone, etc.
  • Capable of light lifting, up to 50 lbs.
  • Able to work both indoors/outdoor (with exposure to the elements).
  • Able to walk/climb/knee/crouch and reach.
  • Able to work on rough terrain when necessary.
  • Able to work in confined spaces and/or heights.
  • Able to wear the required PPE, minimally wear gloves, a hard hat, a respirator, and steel-toe boots that may be in combination with protective clothing/suits, a respirator, and/or a fall restraint/recovery harness.
  • Exposure to hazards/contaminants at times.

Responsibilities

  • Provide overall coordination and implementation of a comprehensive hazardous waste program.
  • Manage regulated and hazardous waste for various waste streams including hazardous waste, other regulated waste, used tires, and TSCA waste.
  • Handle waste quantities including lab packs, drum waste, bulk solids, and liquid wastes.
  • Provide comprehensive support for hazardous and regulated waste management, including labeling, markings, pick-up, on-site transportation, waste characterization profiles, sampling, classification, packaging, manifesting, and tracking of waste data.
  • Prepare permit license renewals for Maryland.
  • Maintain all waste management/disposal records.
  • Execute waste characterizations and associated waste profile documentation.
  • Manage waste generation, waste sampling, and waste pick-up requests.
  • Develop, prepare, and maintain the Hazardous Waste Contingency Plan for each Central Accumulation Area (CAA) and the GSFC Waste Analysis Plan.
  • Conduct hazardous waste characterization sampling and analyze at certified or approved laboratory.
  • Conduct and document weekly inspections of each CAA, and annual inspections of all SAA or Waste Collection Sites (WCS).
  • Review and provide updates to GSFC –RCRA and ICP Annual Training (WFF) and GSFC-Hazardous Waste Management Training annually.
  • Perform on-the-job waste management training for Center hazardous waste generators.
  • Arrange for pickup of waste (hazardous, regulated, universal, TSCA and POL waste, and Regulated Garbage) within 72 hours of receipt of a valid request from generator.
  • Maintain agreements, correspondence, and schedule with a permitted Treatment, Storage, Disposal Facility (TSDF) for offsite disposal of regulated waste within required time limits.
  • Conduct real and personal property preliminary environmental liability assessments of NASA owned property or property that is projected to be transferred to NASA.
  • Maintain preparedness to control and remove petroleum and other hazardous materials spills at the CAAs.
