About The Position

We are seeking Senior Hazardous Materials Management Technician(s) who will focus on 1) Hazardous Materials Management System Support (e.g., hazardous material purchasing and receiving support, advanced chemical characterization, SDS evaluation and record management, chemical inventory and regulated material data quality and report generation, inventory data management, and hazardous material control area maximum allowable quantity management, training delivery, and customer support) or 2) Hazardous Materials Management Quality Assurance Support (e.g., on-site field assessment of hazardous material control area inventories, support time-sensitive material reviews, discrepancy follow-up, and inventory record maintenance). Selected candidate(s) will be assigned a focus area based on experience and Hazardous Materials Management Program needs. Additionally, selected candidate(s) will be crossed-trained across all Hazardous Materials Management Program functions to provide qualified backup support. This position resides in the Electrical and Chemical Operations Group in the Safety and Operations Services Division in the Environment, Safety, Health and Quality Directorate at Oak Ridge National Laboratory (ORNL).

Requirements

  • An AS degree and a minimum of seven years of relevant experience, or an equivalent combination of education and experience will be considered (high school diploma and nine years of relevant experience).
  • Significant experience managing SDS documents, hazardous material data, chemical inventory records, technical records, or closely related document-control and information-management functions.
  • Experience evaluating SDS information, chemical identity, physical properties, hazard classifications, regulated-material information, and related environmental, safety, and compliance data.
  • Proficiency using databases, spreadsheets, office software, electronic workflows, reporting tools, and information systems to scan, upload, index, track, retrieve, and maintain accurate, traceable records.
  • Demonstrated ability to independently organize and prioritize recurring and time-sensitive work, resolve routine and complex issues, and determine when technical or management review is needed.
  • Knowledge of or experience with HMMIS and related hazardous material, SDS, inventory, or regulated-material systems, including applicable OSHA, NFPA, fire code, building, maximum allowable quantity, carcinogen, or similar compliance concepts.
  • Demonstrated ability to perform quality assurance reviews, document defensible decisions, develop or monitor work plans, and support process improvement, technical guidance, or staff mentoring.
  • Ability to complete required HMMIS training and demonstrate proficiency in assigned functions.
  • Effective verbal and written communication skills and the ability to coordinate work with customers and a multidisciplinary team.

Nice To Haves

  • Experience with HMMIS or a comparable SDS, chemical inventory, document management, or environmental health and safety information system.
  • Experience with hazardous material purchasing, receiving, inventory, reconciliation, and related processes, including requisitions, purchase orders, SAP, Stores, purchasing-card transactions, and barcode or RFID labeling.
  • Experience maintaining hazardous material program data such as control areas, custodians, organizations, subcontractor inventories, user access, training verification, and related control-table information.
  • Familiarity with chemical characterization, technical data input, ingredients, physical properties, hazard classifications, carcinogen or regulated-material determinations, maximum allowable quantities, and related technical basis concepts.
  • Experience performing quality assurance reviews, user support, training, procedure or work-aid development, and testing or validation of business systems and interfaces.
  • Practitioner level knowledge of OSHA Hazard Communication, the Globally Harmonized System, and hazardous material management in a U.S. Department of Energy, research, industrial, or other highly regulated environment.
  • Experience leading or supporting data-quality projects, technical assessments, procedure development, training efforts, or system improvements in a regulated environment.
  • A bachelor’s degree in chemistry, industrial hygiene, environmental science, occupational safety, engineering technology, or a related field.

Responsibilities

  • Obtain, review, process, and maintain SDS documents and related records including indexing, scanning, uploading, linking, and verifying retrievability.
  • Evaluate SDS information and approved sources for chemical identity, hazards, regulated status, physical properties, and other technical data, and route or document changes requiring further technical review.
  • Maintain accurate chemical, manufacturer, product, and reference data in HMMIS, including specialized lists, reports, and control-area mappings.
  • Track SDS, data-entry, purchasing, and related workflows; monitor aging items, missing documents, updates, and backlogs; and follow up to support timely completion.
  • Perform reviews of SDS processing, chemical characterizations, inventory and purchasing data, and other high-impact HMMIS records, resolving or coordinating correction of discrepancies.
  • Review and release hazardous material requisitions and purchase orders within assigned qualifications by verifying material identity, SDS availability, and required tracking information.
  • Resolve routine and complex issues across HMMIS, SDS, purchasing, receiving, inventory, reporting, and external data sources, coordinating with subject matter experts as needed.
  • Conduct scheduled physical inventories in assigned hazardous material areas using HMMIS, barcode, and RFID equipment.
  • Verify inventory details against HMMIS records, including container, location, custodian, quantity, and status.
  • Investigate discrepancies, document findings, and coordinate corrective actions.
  • Process approved inventory updates, transfers, consumption records, and label replacements.
  • Review time-sensitive materials, identify items nearing expiration, and coordinate follow-up.
  • Perform quality checks on inventory data, labels, transactions, and documentation.
  • Maintain inventory schedules, reconciliation reports, and required records.
  • Coordinate access, schedules, and follow-up with custodians and facility representatives.
  • Use and maintain barcode, RFID, and label printing equipment; report technical issues as needed.
  • Develop and improve procedures, work aids, references, reports, workflows, and system interfaces; support testing, acceptance, and implementation of process or system changes.
  • Provide customer support, technical guidance, training, mentoring, and qualified backup coverage for related HMMP functions as needed.
