About The Position

The primary purpose of this position, Firefighter (Hazardous Materials Technician), GS-0081-07, is to serve as a Firefighter assigned to a crew engaged in airfield, structural firefighting, crash-rescue, and HAZMAT/Driver Operator and to respond to the presence or potential releases of hazardous materials for the purpose of stopping or controlling the release. This position is a developmental GS-05 Target GS-07 position and may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. The starting salary indicated on this vacancy announcement is for the (GS-05). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Employee must participate in a mandatory physical fitness program and maintain current CPR, First Responder Certification, or Emergency Medical Technician (determined by installation Fire Chief).
  • Employee is required to use all safety equipment and clothing provided by management.
  • This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to work the Fire Alarm and Communications Center (FACC).
  • One (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay system. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
  • One (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay system. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
  • Knowledge of basic and specialized airfield and structural firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures; and of basic and specialized building design, construction, and occupancy.
  • Knowledge of hazardous materials emergency response procedures, equipment, identification, and mitigation actions.
  • Knowledge of emergency first aid techniques; and of safety requirements as outlined in applicable safety standards, regulations, and/or technical orders.
  • Skill in operating communications equipment.
  • Ability to maintain good working relations; to communicate orally and in writing; to lift and carry heavy loads; and to apply emergency first aid techniques.
  • Maximum entry age of 37, unless previously served in a Federal civilian firefighting position or qualified veteran preference eligible.
  • Employee is required to be certified by the Department of Defense (DOD) Firefighter Certification System as Firefighter II (includes Firefighter I), HAZMAT Awareness, and HAZMAT Operations and National Registry Emergency Medical Technician (NREMT) (for GS-05).
  • Employee is required to be certified by the Department of Defense (DOD) Firefighter Certification System as Airport Firefighter (includes Firefighter I, II), Hazmat Awareness, Hazmat Operations, and Hazmat Technician, National Registry of Emergency Medical Technicians (NREMT), Confined Space Rescue I/II, Apparatus Driver Operator - Pumper, Apparatus Driver Operator -Aircraft Rescue and Firefighting, Apparatus Driver Operator- Aerial, Apparatus Driver Operator- Mobile Water Supply (MWS) (Required within 11 months of employment start date for GS-07).

Responsibilities

  • Perform hazard and risk assessment and conducts a complete incident analysis.
  • Perform crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great.
  • Perform structural firefighting duties for a variety of facilities, which may include large multistoried buildings, industrial areas, and/or base storage facilities.
  • Perform rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility.
  • Maintain firefighting equipment and fire station facilities.
