About The Position

The Port of Bellingham is a Washington State special purpose municipal corporation serving all of Whatcom County. It is a unique organization that makes significant contributions to the local community through leveraging its resources by directly participating in revenue-earning lines of business, as well as by capitalizing on its strategic assets through special public agency powers. By using combined expertise in both the business and government sectors, the Port has a role in job preservation and job creation, as well as a role in the operation of transportation facilities for seaports and airports. This combination is distinct from that of either the private sector or other government entities. Mission Statement: To promote sustainable economic development, optimize transportation gateways, and manage publicly owned land and facilities to benefit Whatcom County. JOB SUMMARY Under the general direction of the Director of Maritime, manage and oversee day-to-day operations of the 1400 slip Squalicum Harbor.

Requirements

  • Requires a minimum of five years of experience working in a maritime-related environment, including at least four years of supervisory experience.
  • Bachelor’s Degree in Business, Marina Management, or a related field required. Additional years f experience may be substituted for formal education.
  • Must complete Hazardous Materials Training after hire.
  • Valid Washington State driver’s license is required.
  • Must be able to obtain Boater Safety Card after hire.
  • Must be able to obtain CPR/First Aid certification after hire.
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC).
  • Must be able to work in a rapidly changing environment and able to prioritize needs and be flexible to adapt to changes.
  • Must have demonstrated leadership experience, including excellent customer service, public speaking, and problem-solving skills.
  • Must be able to work with advisory committees such as the Marine Advisory Committee.
  • Must have working knowledge of Word, PowerPoint, and Excel software and be able to learn unique marina software.
  • Must be able to respond to after-hour emergencies.

Nice To Haves

  • Certified Marina Manager or Certified Marina Operator certification is preferred.
  • Boating experience, boat handling skills and knowledge of local waters is strongly preferred.
  • Public sector experience is preferred.

Responsibilities

  • Working with the Director of Maritime and user groups, develop, and implement the vision and values of the Harbor balanced with the needs of the users/tenants.
  • Supervise, schedule, and assign staff to perform the day-to-day operations of Squalicum Harbor.
  • Maintain effective customer and public relations. Show courtesy, diplomacy, and assertiveness to maintain good customer relations while upholding Port policies.
  • Represent the Port in industry-related organizations.
  • Identify and cultivate close working relationships with other regulatory agencies, for example, the US Coast Guard, the Department of Ecology and the Bellingham Fire Department, and the Police Department.
  • Develop and manage the operating and capital expenditure budget for Squalicum Harbor as part of the Marinas Division. Monitor all costs of Squalicum Harbor operations.
  • Assist the Director of Maritime in planning Squalicum Harbor facility modifications, expansion, and enhancements.
  • Assist the Director of Maritime in evaluating existing policies and procedures, recommending changes, and implementing approved revisions. Approve minor deviations from procedures.
  • Maintain open communication with the Director of Maritime on harbor facilities and operations.
  • Serve as Port representative on the Marina Advisory Committee (MAC). Assist with the planning and execution of MAC meetings as required.
  • Enforce established Harbor rules and regulations; work with Federal, State, and local law enforcement agencies on law enforcement problems relating to boats and general vehicle traffic at the harbor. Recommend changes and updates to rules and regulations.
  • Oversee customer accounting and records; receive monies, prepare accounts receivable workbook, bill for miscellaneous services and equipment usage, and make bank deposits.
  • Perform and supervise accounts receivable collections. Support and coordinate with the Port’s Collection Agent to initiate collection efforts on delinquent accounts.
  • Conduct routine inspections of the moorage facilities and initiate work orders to accomplish maintenance and repairs.
  • Work within the Port’s purchasing practices for the acquisition of applicable items and attain the best quality for the price of other needed supplies and equipment.
  • Oversee the repair of water lines and electrical systems on floats, grounds, buildings, and Port-operating equipment as required.
  • Ensure compliance with local, State, and Federal regulations pertaining to Hazardous Waste Operations and Emergency Response.
  • Respond to Harbor emergencies and after-hours security calls on an “as needed” basis.
  • Responsible for planning and accommodating special events at the harbor.
  • Oversee contract security officers working at Squalicum Harbor.
  • Implement and enforce the Harbor security access control system procedures.
  • Patrol harbor facilities and grounds and issue vehicle and/or vessel parking notifications and notices for littering as needed.
  • Work directly with accounting on auditing issues. Act as the Harbor liaison to State Auditor during the annual financial audit.
  • Understand and enforce the fueling facility procedures within the Harbor, i.e., Sawtooth.
  • Maximize moorage utilization. Oversee the assignment of moorage spaces and management of waiting lists for Squalicum Harbor. Train staff on the process of assigning moorage and their responsibility within that system. Work with customers to resolve problems or concerns regarding moorage.
  • Sign Marina agreements such as moorage agreements and upland storage agreements.
  • Prepare necessary correspondence to moorage customers.
  • Review end-of-month reports and make corrections to discrepancies.
  • Performs other duties as assigned.
