About The Position

The Harbor Planning Administrator will work in a dynamic environment that requires teamwork to meet multiple deadlines. The position will perform technical planning work related to private and public projects in the Channel Islands Harbor and on County-owned beaches. The position ensures project consistency with Coastal Act and other applicable regulations through direct agency coordination and independent document preparation. The ideal candidate will bring a solid understanding of the development process along with demonstrated expertise in planning, project management, and administrative operations. They should be adept at preparing and managing confidential documentation and capable of collaborating effectively with a variety of stakeholders across both public and private sectors. A background in planning, project management, architecture, or geographic information systems is highly desirable.

Requirements

  • Considerable administrative support experience coupled with considerable experience in architectural design, urban planning, and/or planning-related project management.
  • Planning involving regulatory permits
  • Working with a variety of customers.
  • Possession of and the ability to maintain a valid California driver license.

Responsibilities

  • Oversees and directs planning, scheduling, and tracking activities of multiple organizational functions related to architectural designs, permits from various regulatory agencies related to harbor regulations, and various administrative projects, including plan revisions, progress in required approval processes, regulatory permits, contracts, deadlines, and expiration dates, etc.
  • Prepares and submits Notices of Impending Development (NOIDs) and Public Works Plan (PWP) Amendments in compliance with the Coastal Commission’s Certified Regulatory Program, including detailed written analysis, Coastal Act findings, environmental exhibits, maps, graphics, and impact assessments.
  • Researches, compiles, synthesizes, analyzes, and interprets information and data to meet Harbor Department objectives, such as architectural plan revisions, compliance with regulatory requirements, and contractual agreements.
  • Directs and manages end-to-end project planning, scheduling, and execution, including preparation and review of Requests for Proposals, Requests for Bids, use of project management software, and preparation of project plans.
  • Prepares complex written reports, provides well-supported recommendations to management, and implements approved solutions.
  • Coordinates with internal departments, external agencies, and stakeholder groups on a wide range of issues, including those that may be sensitive or politically complex.
  • Independently judges the aesthetics of proposed projects, such as architectural design, landscape plans, signage proposals, and building finishes; reviews plans submitted for conformance with County adopted standards, policies, and permitting authorities.
  • Coordinates with a variety of consultants, including environmental, engineering, architectural, and coastal development specialists; assembles consultant reports into a cohesive package for submittal to reviewing bodies for approval; oversees consultants' work.
  • Represents the County and the Harbor Department as appropriate on various boards, committees, and commissions at the local level.
  • Provides information, reports, and analysis in response to inquiries from elected officials, appointed citizen bodies, and the public, ensuring accuracy and sound professional judgment.
  • Conducts field investigations of project sites to obtain direct information and data for projects.
  • Performs other related duties as required.
